SUBJECT: PITTSBURG VETERANS FACILITY RELOCATION PROJECT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. AUTHORIZE and DIRECT the Lease Management Division of General Services to
develop a lease with purchase option with the Pittsburg Economic Development and
Housing Corporation and a sub-lease to the Pittsburg Veterans for the premises at
186 East Leland Road, Pittsburg for a replacement facility for the Pittsburg
Veteran's Memorial Building.
2. DIRECT that the Keller Landfill Mitigation Funds allocated to the replacement of the
Pittsburg Veteran's Memorial Building be used to fund the rental costs for the lease
for a two year period. (Estimated to be $60,000).
3. DIRECT that the General Services Department fund the common area maintenance
fees for the lease at a total cost of$350.00 per month.
4. APPROVE as part of the sub-lease that the Pittsburg Veterans organization is
responsible for obtaining funding and services to demolish and clear the site of the
existing Veterans Building at no cost to the County. The lease of the new site will
provide$60,000 or an equivalent credit on the purchase of the new site in exchange
for the old site in a clean condition ready for construction of low income housing
units.

5. DIRECT staff to insure that the Pittsburg Veterans receive an appropriate share of
county veteran facility funding in the future.
BACKGROUND:
On October 29, the Committee supported an agreement negotiated between staff from the
General Services Department, Pittsburg Veterans and the Pittsburg Economic
Development and Housing Corporation. The Veterans' Memorial Building in Pittsburg has
been in very poor condition for some time. The building has been vandalized on numerous
occasions and a portion has been closed and uninhabitable. The Veterans and the Lease
Management Division of General Services have been seeking ways to either rehabilitate
or replace the structure. The current proposal offers a solution which benefits the veterans
by providing a modern building in a good location, the city by providing a site for low
income housing and the County is relieved from the potential of rehabilitating an old,
substandard building with many problems.
The cost for the rent for the proposed lease will be covered by the funds already allocated
for use of the Pittsburg Veterans from Keller Landfill Mitigation Funds. The costs of
common area maintenance for the new facility will come from funds budgeted in the
General Services Department. All other costs are to be covered by the Pittsburg Veteran's
organization. Allocated Keller Landfill Mitigation Funds not required for rent will be used
by the Veterans for construction of improvements within the new space.
The Veterans have agreed to be responsible for obtaining donated funds and services to
clear the site of the existing Veteran's Memorial Building. When the site is cleared the
County will sell the site to the Pittsburg Economic Development and Housing Corporation
in exchange for a payment of$60,000 or an equivalent credit on the purchase of the new
site.
The Committee also reviewed the attached report from county staff which indicates the
distribution of funds among veteran facilities over the last eleven years. The committee
was concerned about the level of funding Pittsburg has received over the years, and
recommended staff examine the allocation process in the future.
