Release of "Riverview" Development Fee Funds and a Portion `
SUBJECT: of Fund Balance Designation in General Fund in Contra Costa County Fire
Protection District (CCCFPD) ; and Transfer of these Monies to CCCFPD Capital
Outlay Fund for Construction of New Fire Station No. 87 in the City of Pittsburg
SPECIFIC REQUESTS) OR RECOMMENDATIONS) a BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Authorize the County Auditor-Controller to transfer $164,732 from the CCCFPD "Riverview'
Development Fee Trust Fund No. 850900 to the CCCFPD Capital Outlay Fund No. 203100
(dept/org 7031) to help fund the construction of new Fire Station No. 87 in the City of Pittsburg; and
authorize related appropriation and revenue adjustments.
2. Authorize the release of$307,603 from the Fund Balance designation in the CCCFPD General
Fund No. 202000 (dept. 7199) and transfer the $307,603 to the CCCFPD Capital Outlay Fund No.
203100 (dept/org 7031) to help fund the construction of new Fire Station No. 87 in the City of
Pittsburg; and authorize related appropriation and revenue adjustments.
3. Authorize the transfer of$47,823 in the CCCFPD General Fund No. 202000 (dept. 7199,
expenditure account 4715) to the CCCFPD Capital Outlay Fund No. 203100 (7031/4715) to
consolidate monies earmarked for the construction of new Fire Station No. 87 into one fund; and
authorize related appropriation and revenue adjustments.
FINANCIAL IMPACT:
The projected cost to construct Fire Station No. 87 is approximately $ 1,200,000. The above
actions will result in funding for Fire Station No. 87 as follows:

307,603 • Fund balance designation release in 7199 and transfer to 7031/4715

BACKGROUND / REASONS FOR RECOMMENDATIONS:
A number of years ago the Board of Supervisors adopted an ordinance which established a fire
protection facilities fee in the unincorporated areas of the now defunct Riverview Fire Protection
District. The former Riverview Fire District served the cities of Antioch and Pittsburg plus
unincorporated areas including Bay Point. The purpose of the fee is to provide funding to
implement former Riverview's capital expansion needs with respect to new facilities and equipment.
On July 1, 1994 in a major fire service reorganization, the Riverview Fire District as well as other
fire districts were dissolved and their territory was annexed to the CCCFPD.
Presently, the CCCFPD and the City of Pittsburg are in the process of finalizing an agreement to
build a needed, new Fire Station No. 87 in the City. The station's construction will be a joint effort
between,the District and the City, with Pittsburg being the lead agency responsible for the station's
construction according to District specifications.
Accordingly, it is necessary to develop the funding for the new Fire Station No. 87. The above
actions, including the transfer of$164,732 in "Riverview' development fee funds, provide
approximately $1,200,000 in funding for the new station.
