MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: Novembers 1996 SUBJECT: RATIFY PREAPPLICATION FOR FEDERAL GRANT FOR CONSTRUCTION PROJECTS AT BUCHANAN FIELD AIRPORT- AIP#3-06-0050-11 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION i` I. Recommended Action: RATIFY the action of the Public Works Director, or his designee to submit a preapplication for a grant from the Federal Aviation Administration (FAA) Airport Improvement Program. II. Financial Impact: The total cost of the project is $1,425,000. Ninety percent (90%) of the project in the amount of $1,282,000 is funded from the FAA Airport Improvement Program, four and one-half percent (4.5%) from the State, and five and one-half percent (5.5%), $78,375, is the responsibility of the Airport Enterprise Fund. III. REASONS FOR RECOMMENDATIONS AND BACKGROUND: Congress recently approved a new Airport Improvement Program for the Federal Aviation Administration. The FAA has indicated some urgency in getting funds committed. The Public Works Director's designee submitted a preapplication (attached) to the FAA for badly needed projects at Buchanan Field Airport. IV. CONSEQUENCES OF NEGATIVE ACTION: The County will not receive $1,425,000 in federal and state grants. Certain portions of Buchanan Field Airport will continue to deteriorate. These projects are identified on the approved Airport Layout PIan and contained in the capital improvement plan for the airport. A more detailed description of the projects follows: Project 1 — Resurface Taxiway E This project primarily consists of a structural overlay of the entire length of Taxiway E (3,000 lineal feet by 50 feet wide). It will include some areas of patching prior to the over- lay and will require the construction of a new shoulder. Additionally, this project will in- clude taxiway edge lighting. The estimated cost of this project is$500,000. Project 2—Apron Resurfacing This project consists of the resurfacing of approximately 450,000 square feet of existing ap- ron and taxiways in front of the primary FBO facilities. These pavements have been sealed and maintained by the County; however, the 20-year-old surface has now reached the end of its useful life. The project will consist of a combination of overlays, reconstructions, patching, and other methods to provide a new wearing surface for the flight line. The esti- mated cost of this project is$750,000. Project 3 —FBO Taxiway This project consists of the construction of a new taxiway approximately 500 feet long by 35 feet wide to serve an area of proposed FBO development in the southwest quadrant of the airport. The existing FBO area is completely leased out and the County has received nu- merous requests from businesses to expant or establish new services on the airport. In ad- dition to the paving, this project will include some drainage modifications and relocation of the security fence. The estimated cost of this project is$175,000.
