HomeMy WebLinkAboutMINUTES - 11191996 - C139 I IOC-03 f0: BOARD OF SUPERVISORS ' �` • Contra ,,,,, ► ,_ Costa FROM: INTERNAL OPERATIONS COMMITTEE t 'o County DATE: November 5, 1996 SUBJECT: AUTHORIZING THE PUBLIC WORKS AND GENERAL SERVICES DIRECTORS TO EXECUTE CHANGE ORDERS TO CONSTRUCTION CONTRACTS SPECIFIC REQUEST($)OR RECOMMENDATIONS)& BACKGROUND AND JUSTIFICATION RECOMMEND ATI ON(S)- AUTHORIZE the Public Works Director and General Services Director to order changes or additions in the work being performed under construction contracts subject to the provisions of the Public Contract Code Article 3.5, provided such orders are in writing and the extra costs to the County for any change or addition to the work so ordered is withinihe limits specified in the Public Contract Code, Section 20142. DIRECT the Public Works Director and General Services Director to list all approved changes exceeding$25,000 as "Information Items" on the Board agenda. FINANCIAL TMPAC'T Approval of the recommendation will make the administration of construction contracts more efficient. BACKGROUNDIREASON(S)FOR RECOMMENDATION(S)! On September 16, 1996,the Board referred to the Internal Operations Committee the matter of authorizing the Public Works Director and General Services Director the authority to approve changes to construction contracts subject to the provisions of the Public Contract Code. This matter was considered at our October 21, 1996 and November 4, 1996 meetings. The survey findings of the practice of five other counties-Alameda Santa Clara,Fresno,Riverside and Sacramento-was reviewed. Currently, all change orders above $25,000 require Board approval prior to the work being completed. It is the recommendation of the Internal Operations Committee that the Public Works Director and General Services Director be delegated the authority to approve changes within the increased limits specified in Public Contract Code Section 20142. The increased limits are for original contracts exceeding $250,000,changes shall not exceed$25,000 plus I% of the amount of the original contract cost in excess of$250,000. In no event shall the authority limit exceed $100,000. As a matter of public record,it is recommended that the Public Works Director and General Services Director list the approved change orders above$25,000 on the Board's Agenda under"Information Items." Board approval of these recommendations will make administration of construction contracts more efficient and still provides for public noticing of approved change orders.
