AUTHORIZATION TO EXECUTE CONTRACTS WITH THE CALIFORNIA DEPARTMENT
OF EDUCATION.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute one-time-
only reimbursable funding contracts with the California Department of Education for the period
from November 1, 1996 through June 30, 1997 as listed below:

II. FINANCIAL IMPACT:
Pursuant to Section 8278 of the Education Code, approximately $4 million was available statewide
for repair and/or renovation of direct services center-based child care and development facilities.
Funding will be reflected in the Department's FY 1996-97 budget through an appropriation
adjustment. No County funding is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On May 7, 1996 the Board approved Funding Application#39-836 for submission to the California
Department of Education (State) for one-time-only monies to repair/renovate center-based child
care and development facilities. Funding Application #39-836 requested approval of several

prioritized repair and/or renovation projects. However, in July the State offered
funding for only one of the proposed projects, the Verde Children's Center (Verde).
The Board approved the one-time reimbursable contract to repair/renovate Verde on
July 16, 1996.
The State has since offered the County three more one-time-only contracts to
repair/renovate three additional projects at the Crescent Park Children's Center,
Brookside Children's Center, and Power's Child Development Center.

One-Time-Only Funding for Renovation/Repair of Center Based Child Care Facilities
1. PROJECT/PROGRAM TITLE. Local Agreement for Child Care and Development
Facilities Renovation and Repair Funds.
2. FUNDING AGENCY. California Department of Education (State).
3. SUBMITTAL STATUS. These are one-time only contracts for reimbursable funding.
4. PROPOSED TERM. November 1, 1996 through June 30, 1997.
5. CURRENT FUNDING. $6,500 under a separate one-time only reimbursable contract.
6. FUTURE FUNDING. The funding for these contracts is for one-time-only awards and
should not be expected each year. However, if Management Bulletins are issued in the
future by the State soliciting applications for repair and renovation funding, the
Department may choose to apply again and will act accordingly by seeking Board
approval.
7. BUDGET SUMMARY.
Interior and exterior painting at Crescent Park
Children's Center $16,600
900 square feet of paving for children to ride
tricycles; relocation of a portion of a perimeter
fence; paving of four foot wide walkway connecting
tricycle riding area to play yard at Brookside
Children's Center 14,500

8. STAFFING REQUIREMENTS. The Child Development Program Manager and
Facilities Procurement and Management Consultant will work together to administer
the project funding. The Child Development Program Manager is currently employed
by the County and the Facilities Procurement and Management Consultant is under
contract with the Department. Any hiring of additional staff to complete the
renovations/repair work will be handled by the Department's Program Analyst.
9. PROGRAM NEED. While all of the Department's child care facilities are in need of
repair/renovation, the State only awarded funding to do repair/renovation at the
Crescent Park Children's.Center (Crescent), Brookside Children's Center (Brookside),
and Power's Child Development Center (Power's).
A complete paint project of Crescent has not been done in the past 20 years. Paving at
Brookside will allow children to utilize a specific area in which to ride tricycles where,
in the past, they rode tricycles in an enclosed area of Brookside's fire access road. A
complete interior paint project of Power's has not been done in the past 17 years.
10. RELATIONSHIP TO OTHER PROGRAMS. Duplication of effort will not occur
since the objective, as listed under #12, may only be accomplished through this
contract's funding.
11. PROJECT GOALS.
Goal: To repair/renovate child care centers for rehabilitation and compliance with
health and safety codes.
12. STATED OBJECTIVES.
Objective 1: Paint the interior and exterior of Crescent.
Objective 2: Pave 900 square feet of area, relocate a portion of the perimeter fence,
and pave walkway leading from tricycle area to play yard at Brookside.
Objective 3: Paint six interior classrooms at Power's.
13. EVALUATION METHOD(S). Accomplishment of objective will be based upon
completion of Objectives 1, 2, and 3.
16. POTENTIAL CONTROVERSIAL ISSUES. None.
