RECOMMENDED ACTION: Refer to the Finance Committee to consider at their November
18th committee meeting a proposal by the 23rd District Agricultural Association to construct an
Agricultural Museum and Education Facility at the Contra Costa County Fairgrounds and consider
the allocation of$50,000 from the Keller Canyon Mitigation Fund-- Open Space/Agricultural
Preserve account. Request that the Finance Committee Report on this item come back before the j
Board of Supervisors on November 19, 1996.

BACKGROUND INFORMATION: Agriculture is a valued and prominent part of Contra Costa
County's economy and heritage. The mission of the 23rd District Agricultural Association is to
promote agriculture and educate the public on agricultural activities. In addition to public awardness,
the facility would provide classroom and field trip opportunities for students. Furthermore, this facility
would serve the needs of agric6lturally-oriented organizations such as the Cooperative Extension, 4-
H, Future Farmers of America, and the Farm Bureau and Growers Club.

By invohing volunteers who are interested in this equipment and our agricultural heritage
we plan to open the new educational facility year round.
Students will walk through and view actual equipment and learn how it was used to
produce our food. Video programs will explain these processes as well as other
agricultural information,
We have recently completed the first year of our "Fair Goes to School"Program which
was a tremendous success with kindergarten through 3rd grade classes. In our first year,
5,054 students were reached by the program Eleven hundred of these visited the fair with
their classes.
The fair is currently in possession of a$50,000 cash grant for this purpose. Additionally
the fair will provide as follows:
Land: $136,500
Design Costs: $5,000
Restroom: $27,000
Parking Improvements, $5,000
Landscaping- $5,000
Maintenance: $9,000
Use of Adjacent
Rental Picnic Area: $400 per Day Value
Total $237,500
We estimate the actual cost of erecting the building at approx. $150,000.
The Fair will be applying to the State Department of Food and Agriculture for an Approx.
$50,000 Grant for this PrRiect.
We believe this program will tie in with our museum in educating young and old alike
about our agricultural heritage,

Western Museum and Education Facility
THE NEED
Contra Costa County is rich in Agricultural and Industrial fbStory. The need exists to
preserve this heritage and communicate it to the general public as well as our young.
Many of our local youth are becoming involved in destructive activities due in pail to a
lack of positive and interesting things to do in the community; often times they are
uninf-onned about agriculture and how it directly affects their everyday lives.
THE CONCEPT
In order to preserve our agricultural and industrial heritage, educate the general public, as
well as our youth,while providing a positive*and interesting environment. We offer the
following concept:
Construct a building, approximately 8,000 square feet,to securely house and display
antique equipment and artworks. Displays would include agricultural and industrial
equipment. machinery, artwork, and other items of historical interest in Contra Costa
County,
We would also propose to provide classroom space and outdoor picnicking areas writable
for school class field trips,
The Contra Costa County Fair is currently in possession of a number of antique wagons,
vehicles and printing equipment donated by the Dean and Margaret Lesher Foutidation.
We would use these items as a core and solicit the donation or loan of other items from
people in the community. many of these items are known to us and have been exhibited
from time to time at The fair.

SUBJECT: DIRECT GROWTH MANAGEMENT & ECONOMIC DEVELOPMENT AGENCY TO
PROVIDE A REPORT TO THE FINANCE COMMITTEE TO CONSIDER AT THEIR
MEETING OF NOVEMBER 18TH THE RESOLUTION OF A FOUR-YEAR OLD ISSUE
RELATED TO THE CONTOURING OF "HILL 410" IN BAY POINT.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)AND JUSTIFICATION
RECOMMENDED ACTION: Direct Growth Management and Economic Development Agency to
provide a report to the Board's Finance Committee to consider at their meeting of November 18th the
resolution of a four-year old issue related to the contouring of"Hill 410" in Bay Point. The report
should identify the steps necessary to achieve the rounding of"Hill 410" as well as the identification
of funding sources necessary to achieve resolution of this issue. Further request a report be
provided to the Board of Supervisors with recommended action on November 19, 1996.
BACKGROUND INFORMATION:' In conjunction with the construction of the Sea Breeze
development in Bay Point, the developer agreed to round off Hill 410 (located near the water tanks).
This rounding was supposed to have taken place in Spring 1992, but has never been achieved.
Conversations between Community Development staff and the grading staff of the Building
Inspection Department indicate that the grading done on Hill 410 was not done in accordance with
the approved grading plans. This property is now owned by the County and the County is the
caretaker of the site. The developer, Garrett Development, is now apparently bankrupt. An
assessment should be made as to what steps need to be taken to bring the Hill into compliance with
the grading plans which call for the rounding, and what sources can be identified to achieve
compliance.

SUBJECT: Hill 310 Rounding (Hill 428?)
i have been asked by Harvey Bragdon to research the question of the rounding of the mounds to the
south and east of the water tanks at the top of the hill west of the Mota Road and Evora Road
intersection in the Bay..Point area.
I have obtained a copy of the grading plan from the Building Inspection Department records (copy
attached).
The Condition of Approval for SUB. 7152,DP883032, and RZ2812 that involved the portion of the
site west of Mota Road, reads as follows:
"Ia. This portion of the site lying west of Mota Drive shall not be developed. This
property (known now.as "Hill 428") shall become permanent open space and shall
be disturbed to the minimum extent feasible by construction associated with the-,;-,,.,
SeabreezeAevelopment, allowing for the installation of water lines and a water tank
necessary to serve the project site. The open space shall be deeded over to a public
agency subject to review and approval of the County Zoning Administrator.
Applicant shall berm and landscape existing water tank to conceal to the maximum
r extent feasible. . The applicant shall conceal the future water tank to the greatest
extent or bury if necessary. Applicant shall have created and installed (subject to
Zoning Administrator review and approval) a historic marker.to be permanently
placed on "Hill 428" commemorating both the Spanish and Native American
populations."
The property is now owned by the County and the County would be the caretaker of the site. The
site contains approximately 7.56 acres (Parcel #098-220-013). The Southern California Water
Company own a .954 acre parcel where the two water tanks are located (Parcel #098-220-009):

I have briefly contacted the Senior Grading Inspector about the grading on the site about any
inspections that were done in 1990 - 1992 on the site. He is on vacation so when he returns, and I
return from three days off next week, I will try to find out if the site was graded per the plans
attached.
When I visited the site this week, I found the mounds covered with grass, and some of the planted
trees alive and some dead. The monument on top of the northern mound had been heavily
vandalized.
As you know, the developer(Garrett Development) appears to be out of business. This fact is being
investigated by risk management in regards the problem with slope stability at the east end of the
Seabreeze development. At this time all of our files are with the lawyer involved in that matter on
the County's behalf.

I am once again attempting to followup on the "rounding off' of Hill 310. As you will
remember, the rounding of this hill was a condition of approval for Garrett Development
who promised to complete this aspect of the project in 1992.
Before leaving the County last May my aide, Sharon Haynes-Creswell sent a memo to
your department requesting the status of this issue. To the best of my knowledge, we
have not received a reply and my visual observation of this hill indicates that the proper
rounding off has not been accomplished.
Who .is now the caretaker for this portion of the development - is it now under the
jurisdiction of a special district (landscape and lighting) of the County? Please follow-up
on this issue at your earliest opportunity. I would like to bring this issue to conclusion
within the next two weeks......
