THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on November 12, 1996, by the following vote:
AYES: Supervisors Rogers, Bishop, DeSaulnier, Torlakson and Smith
NOES: None
ABSENT: None
ABSTAIN: None
This is the time noticed by the Clerk of the Board of Supervisors for
hearings to consider the following planning matters on the recommendation of
the Contra Costa County Planning Commission:
A.. DOUGHERTY VALLEY GENERAL PLAN AMENDMENT
An amendment to the adopted general plan for the Dougherty Valley project
area. Modifications include relocation of commercial areas, relocation of the
potential community college from :Camp Parks to the Village Center area,
adjustments in residential densities, providing more open space within the
project, and relocation of Windemere Parkway. County File #GP 0001-96, San
Ramon area.
B. ,DOUGHERTY VALLEY SPECIFIC PLAN AMENDMENTS
Modifications to the maps and text of the Dougherty.Valley Specific Plan. The
proposed amendments include minor textual changes to update the plan to
reflect prior County actions and to be consistent with the proposed General Plan
amendment request. All chapters of the plan are proposed for minor,revision;
Chapter 13, implementation, has been totally revised to reflect proper County
actions already taken on this project. County File SP #0001-96, San Ramon
area.
C. WINDEMERE RANCH PARTNERS (Applicant and Owner). The
applicant requests approval of a rezoning with Preliminary Development Plan to
conform to the changes proposed with the General Plan and Specific Plan
Amendment for the subject property, County File #RZ 3032-95; the applicant
also requests approval of a Final Development Plan with Neighborhood
Development Plan and a Village Center Neighborhood Development Plan to
establish 2,249 single family and multiple family residential units, public/semi-
public facilities, schools, commercial and parks and open space, County File
#DP 3064-95; the applicant further requests approval of a vesting tentative map
to subdivide 388 acres for 2,249 single and multiple family residential units,
public/semi-public facilities, schools, commercials and parks and open space,
County File #SD 7976-95, San Ramon area.
D. SHAPELL INDUSTRIES (Applicant and Owner). The applicant
requests approval of a rezoning with Preliminary Development Plan to conform
to the changes proposed with the General Plan and Specific Plan Amendment
for the subject property, County File #RZ 3033-95; the applicant also requests
approval of a Final Development Plan with Neighborhood Development Plan

and a Village Center Neighborhood Development Plan to establish 1,825 single
family and multiple family residential units, public/semi-public facilities,
schools, park and ride,'eommercial, parks and open space, County File #DP
3086-95; the applicant further requests approval of a vesting tentative map to
subdivide 973 acres for 1,825 single family and multiple family residential units,
public/semi-public facilities, schools, park and ride, commercial, parks and open
space, County File #SD 7984-95, San Ramon area.
Jim Cutler and Debbie Chamberlain, of the Community Development
Department, and Mitch Avalon, Public Works Department presented the staff
reports.
The Board discussed the issues relative to traffic, transit and water impacts.
The following persons presented testimony:
Gayle Bishop, (County Supervisor, speaking.as a private citizen);
Scott Couture, 166 Teracina Drive, San Ramon;
Dan Coleman, resident, Windemere Ranch;
Chris Truebridge, applicant, Shapell Industries, 100 N. Milpitas Blvd.,
Milpitas.
Following further discussion, Supervisor DeSaulnier moved that the hearings be
closed, and the matters be deferred to November 1.9, 1996, at 6:00 p.m.- for
decision. Supervisor Torlakson seconded the motion.
After further.discussion, the Board took the following action:
IT IS BY THE BOARD ORDERED that the hearings on the above matters are
CLOSED; and decision is DEFERRED to the November 19, 1996, Board
meeting at 6:00 p.m.
