SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept quarterly report on status of County Bicycle Program - GO BIKE! FISCAL IMPACT None to County General Funds. The Bicycle Program is funded by grants from the State of California and the Bay Area Air Quality Management District (BAAQMD). BACKGROUND/REASONS FOR RECOMMENDATIONS -The County has received two grants in support of the bicycle program GOB/KE!which is directed at increasing the use of the bicycle as a mode of transportation through development of additional facilities and active promotional efforts. This is accomplished through a series of quarterly reports, of which this is the third. SUMMARY OF THIRD QUARTER ACTIVITIES Countywide Bicycle Facilities Coordinator: During the third quarter, the County completed recruitment for the Countywide Bicycle Facilities Coordinator. Twenty-six (26) applications were received. The interview panel consisted of County staff, a representative of the City/County Engineers Advisory Committee, and the chair of the Countywide Bicycle Advisory Committee. The interview panel was unanimous in their support for the individual selected. The Countywide Bicycle Facilities Coordinator is Michael E. Jackson. He formally was Bicycle Coordinator for Washington D.C., and most recently, the City of San Diego. Petroleum Violator Escrow Account Grant: During the third quarter, the County received approval of the federal grant for the Contra Costa Bicycle Implementation Program. This grant will fund implementation of the- recommendationsJn the Countywide Bicycle Action Plan. The grant is for $250,000 and will fund these activities through June 1998, with the possibility of extension. With this grant approval, the County can begin incurring expenses for reimbursement through the grant. Bicycle Promotion Activities: During the third quarter, the County spent a portion of its efforts promoting bicycling in the San Ramon area. Following contact with some key players in the area, the County set to work planning and promoting a "Bike to Work Week" event. This event was chosen for its ability to reach a large target audience. During the week of September 16, commuters were encouraged to ride their bicycles to work. Along the way, they were treated to bagels, juice; coffee and fruit at "energizer stations". Participants were also made eligible to win a daily prize. The event resulted in over 200 cars off the road during the week and encouraged 98 commuters to ride their bike (46 of whom were new rides!). In addition to promoting bicycle commuting in San Ramon, the GO BIKE! program has continued to educate commuters about the benefits of bicycling. Information display tables have been set up at fairs in Concord, Martinez, and Walnut Creek and "How to" clinics have been made available throughout the county. m� ao caa j CL ..
