BACKGROUND: The possible use of correctional officers in the detention facilities was referred to our Committee on October 24, 1995. We met on the matter earlier in 1996. Further consideration was deferred since a side letter with the Deputy Sheriffs' Association was under consideration. With the successful negotiation of that side letter, there is no further reason for the matter to be considered by our Committee. ATTESTED_ November 5, 1996 Contact: PHIL BATCHELOR,CLERK OF THE BOARD OF CC: PE ORS AND COUNTY ADM IS RATOR See Page 2 BY IOC-04 REMOVAL OF CERTAIN REFERRALS TO THE INTERNAL OPERATIONS COMMITTEE WHICH NO LONGER REQUIRE ACTION BY THE COMMITTEE OR THE BOARD OF SUPERVISORS The request of AFSCME Local 2700 for the reassignment of a worker in the General Services Department so the worker could work full-time on what was considered to be a cost-saving assignment was referred to our Committee on January 23, 1996. We met with staff from the General Services Department and AFSCME Local 2700 earlier this year. In the meantime, a mutually acceptable compromise has been negotiated between the General Services Department and the employee in question. AFSCME Local 2700 has asked that the matter be withdrawn from Committee without further action. The possibility of opening the West County Booking Unit was referred to our Committee on November 14, 1995. We met with representatives from the Sheriff s Office, the County Administrator's Office and various cities throughout the County earlier in the year. We directed that a survey be conducted of all the cities to see what support there was for paying for the cost of opening the Booking Unit. It is clear that the County cannot afford to open the Booking Unit and that no other satisfactory alternative has been identified which will pay for the cost of doing so.
