RECOMMENDATIONS:
1. ACCEPT the attached report from the County Administrator's Office on the
status of the Service Integration Projects.
2. DIRECT the County Administrator to make a further status report on this
subject to the 1997 Family and Human Services Committee by the end of
February 1997 and for this purpose REFER oversight of the Service
Integration Projects to the 1997 Family and Human Services Committee.
3. REMOVE this subject as a referral to the 1996 Family and Human Services
Committee.
BACKGROUND:
On July 16, 1996, the Board of Supervisors approved a report from our Committee
which included the following recommendation:
4. REQUEST the County Administrator to report to the Family and Human
Services Committee again on developments in the Service Integration Projects
on October 14, 1996.
The report was scheduled for October 28, 1996 because of the press of other
business before the Committee.

STATUS REPORT ON THE SERVICE INTEGRATION PROJECTS
On October 28, 1996, Sara Hoffman from the County Administrator's Office
presented the attached report to our Committee and reviewed it with us in some
detail. Ms. Hoffman played for us the interview done by Public Radio International
(PRI) for its Marketplace Program with staff and clients of the Service Integration
sites. A copy of the tape is attached for the information of the Board members.
Ms. Hoffman noted.the difficulty the sites are having is straightening out their
organizational lines and determining who is in charge of the sites and from whom
staff is to get their supervision. This issue is being discussed with the appropriate
employee unions.
In terms of operations, Ms. Hoffman noted that the Family Assessment Record is
being redesigned in order to simplify and shorten it. Training is being conducted on
the new form.
In regard to outcomes, Ms. Hoffman described the work Jim Connell from the Aspen
Institute has done with the staff in the all day session he had with them. She also
noted that the MIS system is a major challenge because the Synergy system has not
yet delivered the online capability we had expected they would provide. The East
Bay Community Foundation continues to support the County in this regard even if we
need to go to an alternative system.
Finally, the Cowell Foundation hired some researchers from U.C. Berkeley to look
at six community service organizations and judged the Service Integration Programs
as strong and well-run models.
In response to a question from Supervisor DeSaulnier about how we will be able to
evaluate the progress which individual families have made, Ms. Hoffman responded
that the Family Assessment Record will be the main tool for this . purpose.
Supervisor DeSaulnier noted his priority that we be able to track the success of this
model so policy makers can begin to make judgments about where to apply
resources if, in fact, we get block grants that give us more discretion in how we
provide services.

The Service Integration teams were initiated in August 1994. This October, each of the
sites celebrated their second anniversary, bringing together clients, staffs from the larger
departments and team members in recognition and appreciation of the hard work of all
involved.
Since the last report to the Family and Human Services Committee, work has continued
on refining the Service Integration program design and organizational infrastructure.
This work has been done primarily through the three task forces:
• Management Task Force is finalizing its work to define the roles and
responsibilities of positions associated with the Service Integration Team (SIT) and
to develop an organizational chart that defines accountability and
interrelationships of staff (of the teams and home departments). An important
issue currently in review is reporting relationships.
• Operations and Intervention Strategies Task Force has completed redesign of the
Family Assessment Record (FAR). Training is currently in progress on the FAR,
the case conferencing and triage format. The training is provided by the Greater
Bay Area Family Resource Network (GBAFRN) in consultation with team
members. A major focus has been in-depth training on interviewing as outlined
in the revised FAR

County leaders and the State continues to be a challenge. We were fortunate to
have the help of Jim Connell,Aspen Institute, in refining our thoughts about the
linkages between activities, outcomes and our theories of change.
Although union representatives were at many of the Task Force meetings, much of what
has been produced in the Task Forces will need to go through meet-and-confer with the
employee organizations.

The Marketplace program on National Public Radio interviewed families and team
members about the work of the SIT and broadcast this interview in early October. A
number of positive phone calls were received from other counties about our program.
The Cowell Foundation hired researchers from U.C. Berkeley to evaluate the six Family
Resource Centers which receive funding support from Cowell. The SIT was judged as
an extremely strong model of effective service delivery that promotes families' self
sufficiency. The range of services and the integrated case management model were also
praised. Noted by the researchers was our desire for more resident ownership of the
program.
Work on SIT's 30 minute documentary with CCTV is nearly complete. After final
review, this film piece is scheduled for viewing in December 1996.
Funding Support
The Foundation for Understanding and Enhancement (FUNEN) has placed a personal
computer and printer at the Ambrose site. This PC is connected to the Internet and there
is a web site that lists entry level jobs in Contra Costa County by type of job, location and
salary. The SIT is incorporating this resource in our work with families seeking
employment.
STT has been involved in two collaborative proposals of note. The first was sponsored by
the Housing Authority and authored by Grace Schmidt. $5000 was secured to have the
Neighborhood Youth Corp. (NYC) provide "job readiness" training to 20 teenagers from
the North Richmond community. Plans are underway to place these teens with concerned
business leaders who will provide mentorship and salary. The second proposal is
sponsored by FUNEN and authored by Ashok Petwardwen. The joint proposal will be
submitted to the California Wellness Foundation for the "Computers in Our Future"
grant.

Discussions are also underway for support to strengthen the employment component of
SIT. We are particularly interested in the "Curtis" model which focuses in intensive,
short term job seeking support with ongoing support once a job has been secured.

proves viable.
