Attachment A
The Subrecipients, Pacific Community Services, Inc. (PCSI) , and Shelter, Inc.
(SI) , are participating in the County's proactive Fair Housing Study,
including an analysis of impediments to fair housing. This analysis includes
the ongoing provision of fair housing counseling services to assist
households throughout the Urban who are experiencing discrimination in
housing, including verification and documentation of the discrimination
complaint, negotiations with property owners, and where appropriate,
referrals to legal authorities for additional action. This analysis also
includes conducting fair housing tests to determine incidence of
discrimination based on familial status, ethnicity, physical disability, and
HIV/AIDS status.
Carryover funds will be used to complete fair housing tests to determine the
incidence of housing discrimination. PCSI will use carryover funds to
complete fair housing tests begun in FY 94/95 and FY 95/96 (familial status
and ethnicity) and scheduled for completion during FY 96/97. SI will use FY
93194 and FY 94/95 funds to undertake fair housing tests to determine the
incidence of discrimination based on disability due to HIV/AIDS, scheduled
for completion during FY 96/96.
