SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Auditor-Controller to carry forward unexpended balances of Community Development Block Grant (CDBG) funds in the County's Fair Housing Projects from program years 1993-94, 1994-95 and 1995-96 to CDBG program year 1996-97 . AUTHORIZE.. the Deputy Director - Redevelopment or his designee to execute contracts increasing the contract spending limits as indicated on Attachment A. FISCAL IMPACT NONE ( 100% U.S. Department of Housing and Urban Development Funds) BACKGROUND/REASONS FOR RECOMMENDATIONS For a variety of reasons ranging from slow project development and implementation to late contract approval, these projects have fund balances. All of the projects listed below have been approved for and received Community Development Block Grant funding for FY 1996/97 . Dev. Dept. BY DEPUTY Attachment A The Subrecipients, Pacific Community Services, Inc. (PCSI) , and Shelter, Inc. (SI) , are participating in the County's proactive Fair Housing Study, including an analysis of impediments to fair housing. This analysis includes the ongoing provision of fair housing counseling services to assist households throughout the Urban who are experiencing discrimination in housing, including verification and documentation of the discrimination complaint, negotiations with property owners, and where appropriate, referrals to legal authorities for additional action. This analysis also includes conducting fair housing tests to determine incidence of discrimination based on familial status, ethnicity, physical disability, and HIV/AIDS status. Carryover funds will be used to complete fair housing tests to determine the incidence of housing discrimination. PCSI will use carryover funds to complete fair housing tests begun in FY 94/95 and FY 95/96 (familial status and ethnicity) and scheduled for completion during FY 96/97.
