Bragdon Director of Community Development DATE: November 5, 1996 SUBJECT: Contra Costa County Housing Opportunities for People with AIDS (HOPWA) Contract with City of Oakland SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Director of Community Development or his designee to enter into a contract with the City of Oakland, effective November 1, 1996 to October 30, 1998, which will result in the provision of $435,405 in federal funds from the Department of Housing and Urban Development, for housing and supportive services for people with HIV/AIDS. FISCAL IMPACT No General Fund impact. HOPWA funds are provided to Contra Costa County from the Department of Housing and Urban Development (HUD)through the City of Oakland, as administering agent. AND COUNTY ADMINISTRATOR Rusty Keilch, AIDS Program/Dept. of Health Services Cities: Antioch, Concord, Pittsburg, Richmond, Walnut Creek BY ,DEPUTY BACKGROUND/REASONS FOR RECOMN ENDATIONS The National Affordable Housing Act (Public Law 101-625, approved November 28, 1990) authorized the Housing Opportunities for Persons with AIDS Program(HOPWA) to provide States and localities with resources to devise long-term comprehensive strategies for meeting the housing needs of persons with HIV/AIDS and related diseases. Approval of the contract with the City of Oakland will provide $435,405 to the County as administering agent on behalf of Contra Costa's Entitlement Jurisdictions (the County and Cities of Antioch, Concord,Pittsburg,Richmond, and Walnut Creek). In accordance with the FY 1996 Contra Costa County Action Plan previously submitted to the United States Department of Housing and Urban Development (HUD), $90,000 will be used to provide support services for people with HIV/AIDS including benefits assurance counseling and housing advocacy, $336,700 will support the development of one or more group homes or residential facilities for people with HIV/AIDS, and $8,705 will provide program administration. The supportive service funds will be allocated through a competitive application process administered by the AIDS Program/County Department of Health Services. The housing funds will be allocated through a competitive application process administered by the County Community Development Department. Representatives from the AIDS Program/County Department of Health Services, County Community Development Department, and the Entitlement Jurisdictions will participate in the review processes.
