HomeMy WebLinkAboutMINUTES - 11051996 - C39 V 3q • TO: BOARD OF SUPERVISORS sE L Contra FROM: ,r Terrence Starr, County Probation Officer - -. -z Costa 4°a County DATE: October 16, 1996 SUBJECT: Request for Authorization to Apply for and Accept Office of Criminal Justice Planning Funding SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECONEVIENDATION Authorize the County Probation Officer to submit a proposal for funding to the Office of Criminal Justice Planning(OCJP) and to sign and approve on behalf of the Contra Costa County Board of Supervisors the Grant Award Agreement for OCJP funding of up to $250,000 for the approximate period of October 1, 1996 through September 30, 1997, including any extensions or amendments thereof, to provide mentoring and prevention, intervention and treatment services to selected high risk youth and their families, through comprehensive coordination with law enforcement, schools, and community-based organizations. FINANCIAL IMPACT No matching funds are required. The Probation Department's costs will include staff time for administration and program support. The Probation Department will also provide financial and clerical support and space. It is agreed that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility for any such.liability Grant funds received hereunder shall not be used to supplant expenditures controlled by this body. The California State Office of Criminal Justice Planning is accepting applications for discretionary fiords to support prevention programs with high risk youth. The goal is to create innovative programs which will allow qualitative evaluation of the effectiveness of specific prevention, intervention, and treatment services under the management of Probation Departments. A secondary goal is to develop a project or components of a project which might serve as a model for statewide replication. Among the planned activities under this grant: 1. Fostering closer cooperation and coordination of service provision between law enforcement, schools,public agencies and community based organizations; 2. Making referrals to appropriate community resources and programs readily accessible to families in need of services; 3. Coordinating a continuum of appropriate and effective services for high risk youth from early prevention programs through active intervention with serious habitual offenders; 4. Coordinating services for high risk youth ranging from school'attendance and performance assistance, appropriate penalties for behavior damaging to the community,victim restitution activities, encouragement of positive involvement in sports and other community activities, and job skills development. 5. Providing a computer learning center combined with a mentoring program to foster skills development,nurture interest in learning, and to provide alternatives to crime or gang activities by high risk youth.
