Mr. Costa has been serving as the representative of the East County cities since the establishment of the Committee in 1995. The East County cities have recommended that Mr. Costa be reappointed as their representative. Hamm W'ua—k—' . � Principal Planner, Housing SUBJECT: Appointments to the Affordable Housing Finance-Committee The purpose of this memorandum is to report on the status of appointments to the Affordable Housing Finance Committee (AHFC) and the need for Board action to fill one vacancy. This issue will be considered by the Internal Operations Committee (IOC) at their October 21, 1996 meeting. Background The Affordable Housing Finance Committee was established on June 19, 1995, to advise the Board of Supervisors on the allocation of the approximately $4 million in HOME Investment Partnership Act and Community Development Block Grant funds for affordable housing development in Contra Costa County. The Committee consists of nine members, including: three City representatives (one each from East, Central, and West County); three County representatives; and three Community representatives. The three City representatives are nominated by the Cities in each subregion of the County. Nominations for the County and Community representatives are solicited by the County Community Development Department for consideration by the Internal Operations Committee of the Board of Supervisors. All Committee members are approved by the full Board. A current Committee roster is attached for your information. Status of Nominations The terms of the following three members of the AHFC expired as of July 1, 1996: Leonard Costa, East County/City Representative; Mike Freedland, County Representative; and Reverend Ronald L. Weber, Community Representative. A full term of office for an AHFC member is three years. However, in order to ensure continuity on the Committee, the term of office for initial appointees was staggered at one, two and three years. The three members whose terms expired were all appointed for one year. On July 15, 1996, the Board of Supervisors approved the reappointment of Mr. Freedland and Reverend Weber to the AHFC for terms to expire on July 1, 1999. Consideration of the East County Representative appointment was delayed pending receipt of a nomination from the Cities in East County. Mr. Costa has continued to serve on the AHFC in the interim. The Cities of Pittsburg and Antioch have informed staff that they wish to renominate Leonard Costa to a new three year term on the AHFC (August 27, 1996 letter from the City of Pittsburg and September 23, 1996 letter from the City of Antioch attached). In addition, the City of Antioch has conferred with a representative of the City of Brentwood and obtained their verbal concurrence in Mr. Costa's appointment. Mr. Costa has confirmed his interest in continuing to serve on the AHFC. A copy of Mr. Costa's letter and a brief resume is also enclosed for your information. Recommendation Mr. Costa has been an active participant on the AHFC during his initial term. During this period, he has attended the majority of Committee meetings (80 percent) and has functioned effectively in his role as the East County Representative.
