Recommended Action: A. APPROVE Sixth Amendment to the Consulting Services Agreement with Subsurface Consultants, Inc., to provide miscellaneous soils investigations for various projects throughout the County. B. AUTHORIZE the Public Works Director to execute said Amendment on behalf of the County. II. Financial Impact: This Amendment increases the payment limit for said Agreement from $135,000 to $220,000. Reasons for Recommendation and Background: Subsurface Consultants Inc. has been providing miscellaneous soils investigations for various County projects in accordance with their agreement. The previous amendment authorized Subsurface Consultants Inc. to prepare a feasibility study regarding the geotechnical aspects for a flood control basin on the Pleasant Hill High School site. This sixth amendment will preform additional geotechnical testing and modeling for proposed basin site. The Flood Control.& Water Conservation District has made a good faith effort to hire a MBEIWBE consultant to perform the initial feasibility study, and has requested Subsurface Consultants Inc. to preform follow-up work to the report. The department originally interviewed three consultants, two of which are WBE's, and has selected Subsurface Consultants Inc., to prepare the previous report. The current proposal and report to be prepared by Subsurface Consultants Inc. will exceed criteria set by the County for MBE/WBE participation in professional service contracts. It will be necessary to increase the payment limit by $85,000 to cover the remaining work. IV. Consequences of Negative Action: Negative action would require the Public Works Department to hire a new consultant at additional cost which would also delay the project.
