Approve the Bay Point Trail/Bike Path Network Study Report.
FISCAL IMPACT
None directly. Funding of individual projects would require separate action by the Board of
Supervisors.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 1991 , the Board of Supervisors approved the Navy Mitigation Monies Expenditure Plan,
allocating $1 ,000,000 in revenues to the Delta-De Anza Trail and trails/bike paths that feed into
it. Of these funds, $275,000 was allocated to implementation of feeder trails in Bay Point.
Since this action, the Public Works Department has identified potential projects for
implementation in Bay Point. On May 20, 1996, the Public Works Department presented a draft
report identifying potential projects and their priority for implementation. The Transportation
Committee directed staff to obtain comments from the Bay Point community and other
interested parties, and if no substantial changes were made, to forward the report to the Board
of Supervisors (see Exhibit A).

If the report is not approved, the Board of Supervisors will not have priorities for trail and bike path
projects in the Bay Point area that could use Navy Mitigation monies. Use of these funds for
additional trail and bike path projects would be delayed.
Bay Point Trail/Bike Path Network
Study Report - October 1996
Introduction
Bay Point is an unincorporated community in Contra Costa County next to and west of the
City of Pittsburg between the Sacramento River and State Route 4(SR 4). The attached
map shows the Bay Point Trail/Bike Path Network of existing and proposed walking trails,
multi use paths and bike lanes. This system when completed will permit bicycle and
pedestrian travel throughout the Bay Point area for commuting and recreational purposes.
When the Delta-De Anza Trail is completed, the Bay Point Trail/Bike Path Network will be
a part of a network of trails that will cover the entire east bay area.
Points of attraction for pedestrians and bicyclists in Bay Point are the Bay Area Rapid
Transit District (BART) Bay Point Station, commercial establishments, public schools,
parks, the Ambrose Recreation Center, the marina, the Sacramento River and the Delta-
De Anza Trail. When the East Bay Regional Park District (EBRPD) park site is improved,
it will become an additional point of attraction.
Purpose
The purpose of this report is to define possible Trail/Bike Path projects in the Bay Point
area. The projects listed in this report need to be funded with existing funds and/or future
grants. The projects in this report may or may not coincide with the County General Plan.
This report needs to be updated periodically to be kept abreast of development and new
.funding options.
Delta-De Anza Trail
The Delta-De Anza Trail is an EBRPD trail that when completed will extend east from the
Iron Horse Trail (in central county), for approximately 22 miles, to the San Joaquin/Contra
Costa County Line (near Holland Tract). The Delta-De Anza Trail intersects the Marsh
Creek Trail east of Oakley. It is a regional trail that is a part of a network of trails that will
cover the entire east bay area. The trail is complete in the Bay Point area, except a
section between Ambrose Park and Railroad Avenue. The County and the EBRPD are
working together to extend the trail west from the Evora Road - Willow Pass Road
intersection to Port Chicago Highway. This extension is now provided by the shoulders
on SR 4. EBRPD has said that they want to participate in the Evora Road Extension
project to provide this connection.
Existing Facilities
Listed below are the parts of the Bay Point Network that have been completed:
1 Bike Lanes on Bailey Road from Willow Pass Road to the south side of the State
Route 4 Interchange
2 Bike Lanes on Willow Pass Road from the SR 4 Interchange east to the Pittsburg
City Limit
3 A Multi Use Trail along the East Bay Municipal Utility District's (EBMUD) right of
way from Willow Pass Road to Driftwood Drive
4 A Multi Use Trail along the Contra Costa Canal right of way next to Subdivision
Number 6484 (near Pomo Street)
5 A Multi Use Trail from Bailey Road to the Bay Point BART Station, which is due to
open in 1996.
6 Hiking Trails west, south and east of subdivision 7597 (Boeger Ranch).
Future Projects that are to be built by subdivisions
Listed below are projects that are included in conditions of approval for subdivisions:
1 Hiking Trail around subdivision 7556. This trail is to be built by subdivision 7556.
Proposed Projects
Listed below in order of recommended priority are projects needed to complete the Bay
Point Trail/ Bike Path Network. The cost estimates are preliminary and might change when
the project is designed
1. Widen Pacifica Avenue from the east side of the Shore Acres Elementary School
to Driftwood Drive, restripe all of Pacifica Avenue for bike lanes and install signs
along Pacifica Avenue and Port Chicago Highway. This project will widen Pacifica
Avenue, from the east side of the Shore Acres Elementary School to Driftwood
Drive, to a minimum of 34 feet wide. West of Shore Acres Elementary School the
road will be striped for two 12-foot wide traffic lanes and two bicycle lanes. East of
the school it will be striped for two 12-foot wide traffic lanes two bicycle lanes plus
parking on one side. Bike lane signs will be installed on Port Chicago Highway
between Willow Pass Road and Pacifica Avenue and on Pacifica Avenue.
Additional right of way may have to be purchased to permit widening the roadway.
The estimated cost of this project is $187,000.
This project will complete a loop consisting of Pacifica Avenue; Port Chicago
Highway and the multi use trail on the EBMUD right of way. It will also complete the
connection between the new subdivisions west of Driftwood Drive and the schools.

2. Multi Use Trail on the EBMUD right of way from Bailey Road east to Bella Vista
Avenue. This project will construct a multi use path on the EBMUD from Bailey
Road easterly to Bella Vista Avenue. This will be a 10 foot wide paved path with
2 foot wide shoulders. Bollards and stop signs will be installed at each cross street.
On the Bailey Road end trail users will,be directed to cross Bailey Road at the
traffic signal at Canal Road. The estimated cost of this project is $135,000.
Construction of this trail will provide a connection to the Bel Aire Elementary School
and a connection between the neighborhoods east of Bailey Road and the BART
Station.
3. Widen Port Chicago Highway from Pacifica Avenue north to the railroad crossings
and restripe for bike lanes. This project will widen Port Chicago Highway
approximately 5 feet and restripe the road for two 12 foot wide traffic lanes and two
bicycle lanes. No Parking Signs will be installed on both sides of the road. The
estimated cost of this widening, signing and restriping is $130,000.
This part of the network will provide access to the Marina.
4. Multi Use Trail, on Riverview Intermediate School property, from Riverside Drive to
Pacifica Avenue. This project will construct a 10 foot wide paved path with 2 foot
wide shoulders. Bollards and a stop sign will be installed at each end of this path.
This path is proposed be along the east side of the school property near the
existing dirt trail. This path will also connect to the trail on the EBMUD right of way
and serve as an access to the school. A right of way must be obtained from the
Mount Diablo Unified School District before construction. The estimated cost of this
project is $212,000 which includes $118,000 for right of way.
This path will complement the ball fields and parking improvements that the
Ambrose Park District is planning at the Riverview Intermediate School
5. A Multi use trail on the Contra Costa Canal right of way from Mota Drive easterly
approximately 850 feet to the end of the existing trail.
This project will complete the trail on the Contra Costa Canal right of way, between
Motta Drive and Pomo Street. The estimated cost of this project is $75,000.
6. A Multi use trail on the Contra Costa Canal right of way from Willow Pass Road
westerly approximately 700 feet to the end of the existing trail.
This project will complete the trail on the Contra Costa Canal right of way, between
Willow Pass Road and Moto Drive. The estimated cost of this project is $75,000.

The trail presently ends at Camino Andres. Prior to the reconstruction of State
Route 4 Camino Andres connected to Evora Road. Now its only connection is to
Anchor Drive. The trail users can use Camino Andres and Anchor Drive to get to
the trail on the EBUMD right of way or the Delta De Anza Trail.
7. A trail from the end of the Port Chicago Highway bike lanes at the railroad crossing
to the EBRPD Park with a possible extension to the Sacramento River.
This project will connect the future EBRPD Park to the Bay Point Trail System. It
is assumed that when the park is developed it will include bike/trail facilities.
Because of the uncertainty of the park plans, a cost estimate has not been done for.
this trail.
Community Involvement
As of the date of this preliminary report, the proposed project list and recommended priority
of construction has only been informally discussed at the community level. The Public
Works Department working with Supervisor Torlakson's office intends to solicit ideas and
to ask for a formal recommendation of approval from the following community groups and
public entities:
The Contra Costa County, Transportation Commission,
The Bay Point Municipal Advisory Committee,
The Bay Point Traffic Advisory Committee,
The Ambrose Park District,
The Contra Costa County, County Wide Landscaping District,
The Contra Costa County, Community Development Department,
The Mount Diablo Unified School District.
East Bay Regional Park District
This report will be completed after the Public Works Department has met with each of the
above groups and discussed their concerns and comments.
Funding
When Port Chicago Highway was closed through the Concord Naval Weapons Station,
the Contra Costa County Board of Supervisors designated $275,000 of the mitigation
money for trails/bike facilities in the Bay Point area. It is estimated that an additional
$450,000 is needed to complete the proposed network. The Public Works Department will
continue to watch for additional funds and to apply for grants to construct the projects that
have not been completed. The County Wide Landscape District may be able to fund small
construction projects or the local share requirements of grants, with an increase in the
yearly charge for the zones in the Bay Point area it would be able to fund the projects
listed above.

Maintenance
The bike lanes on the streets will be maintained by the County as a part of their road
maintenance program. EBRPD will maintain the Delta De Anza Trail. The County
Landscaping District will maintain the multi use and walking trails.

NETWORK
The Board of Supervisors designated $275,066 for trails and bike facilities
in the Bay Point area from mitigation funds received from the Navy when Port
Chicago Highway was closed.
The Transportation Committee directed staff to solicit input from the
community on priority projects. The project expenditure plan for the Bay Point
Trail/Bike Path Network now before the Board for consideration incorporates the
desires of the Bay Point community.
I would like to further involve the Bay Point Municipal Advisory Council,
the Bay Point Traffic Advisory Committee, the Ambrose Recreation and Park
District, and particularly the area schools in naming these trails and pathways.
I recommend that we request the Bay Point Municipal Advisory Council to
take the lead role in organizing a trail naming contest involving the participation
of the area schools and youth organizations.

The Ambrose Recreation and Park District, the Contra Costa Community
Conservation Corps (5C's) and other community organizations should have a
key role in the project. The trail naming contest should also involve businesses
and service organizations.
