REQUEST staff from Contra Costa Television (CCTV) to contact the Executive Director of the Contra Costa Child Care Council, Kate Ertz-Berger, to discuss the availability of several videos which focus on parenting and children and might appropriately be shown on CCTV. At that time, we asked that we receive another report in about three months. On October 14, 1996, the County Administrator and Sara Hoffman from the County Administrator's Office provided our Committee with the attached report and reviewed it with us in some detail. We are very pleased with the progress being made by the Executive Committee in outlining five priority areas and in selecting parenting as the priority area on which initial attention should be focussed. We agree with that selection. We are asking that the Executive Committee consider recommending that the Board of Supervisors add a seat to the Executive Committee for a representative of the Police Chief's Association. We are making this recommendation because we believe that the city police departments have a different role and involvement than does the Sheriff in dealing with youth and families and often have specialized staff available for this purpose. We are pleased with the concept of a marketing strategy for parenting and its importance. We are recommending that the Executive Committee consider adding to this strategy a series of actions which might be undertaken on a monthly basis to keep the importance of parenting at the forefront of the public's consciousness throughout the year. Finally, Kate Ertz-Berger indicated that the Child Care Council has available a series of videos which have been shown to parents and could be made available to show on CCTV. Since then the Committee met in August and September and has moved forward on a number of issues, most notably on a campaign to elevate the profile of parenting to a higher level. The Executive Committee decided in its August meeting to first focus on parenting, a core element in family stability that also impacts the four other priority areas. For the September meeting, the Executive Committee inventoried current parent support services offered by the County, the educational system, and other local agencies. The inventory (Attachment A) included in-home support services, parenting classes, video/information/referral services, counseling and therapy, and miscellaneous services. Each of the agencies then contributed to a needs assessment (Attachment B), which identified six unmet parenting needs: 1) Currently available parent support services need to be better advertised and marketed, and parents should be encouraged to seek support before a crisis has developed. 2) Community and peer support for parenting projects needs to be expanded. 3) Parenting services need to be more accessible, and information and resource centers more conveniently located and centralized. 4) Linkages with other programs (e.g., drug and alcohol) need to be developed in order to promote holistic approaches to family health. 5) Parenting classes need to be expanded to provide support both for parents in crisis and for parents or prospective parents with no critical or urgent problems in order to prevent crisis from occurring. 6) Parental involvement in school curriculum development needs to be increased and intensified. After considerable discussion of the inventory and unmet needs, the Executive Committee decided to focus on programmatic and marketing strategies to enhance support systems for parents and increase public awareness of parenting issues. A variety of activities are in progress that members will discuss at the next meeting on Friday, October 18th, including: • An overall strategy for the Forum's parenting campaign, delineating possible working relationships between community and county. • A marketing strategy to highlight the importance of parenting and to publicize current parent support programs. • Evaluation and possible expansion of parent education classes. • Increased use of videos, television, and radio to provide parent support. • Information gathering on parenting programs conducted by the State and by other counties in the nation. Beyond reporting on the status of these activities, there are two key issues that the Executive Committee will be discussing at its next meeting. First, participation by the community and local experts becomes more critical as the parenting campaign gathers momentum, and the Committee plans on moving ahead expeditiously to identify potential committee members and to activate the larger committee. Second, in response to recommendations by the Family and Human Services Committee, the Executive Committee will investigate and discuss outcomes measurements by which progress can be evaluated. cc: Executive Committee Paul Allen, Superintendent, Mt. Marketing/Awareness • encourage parents to take classes or seek support before they have problems with their children • develop videos on parenting issues which can be used broadly in welfare offices, waiting rooms, hospitals, etc. Communitt�/Peer Support • informal, ongoing support activities that include peer support • expand community ownership and responsibility for ongoing support to parents and other care givers to promote the healthy development of children • expand funding support (currently targeted at crisis intervention) to include business-sponsored early intervention and nontraditional approaches through funding by business • relative care giver support groups Accessibility • more low cost, conveniently located and scheduled classes • a centralized, county wide information and referral system that maintains current data on availability of resources (which are constantly changing) • brown bag series to provide parent education mini-classes at places of business during the lunch hour • a central resource center for parents and teachers at Loma Vista campus, including books, videos, classroom space, meeting space and "warm line" for parenting support Linkages with Other Programs • first address drug and alcohol abuse as a prerequisite to handling parenting issues • ensure that drug and alcohol counseling includes components which focus on the impact of the parents' drug use on children. • expand "One Stop" efforts to include social services, educational employment and training needs for a holistic approach to family health and economic self sufficiency Program Content/Scope • more classes in languages other than English • classes that are more experiential and less didactic • classes to teach basic skills of anger management to parents • classes for parents of children in the juvenile justice system on effective parenting skills and techniques for families in crisis, bringing together a parent educator, probation officer, the adolescent and parents • classes for parents of teen parents and issues on three generational households • classes to address nutrition, exercise and tobacco use as it relates to family living for parents in recovery and others • expansion of FUMEN classes on computer skills with computerized job banks available to participants 2 School Curriculum Development • parent involvement in a committee to review activities that will be included in the DATE/TUPE program for drug, alcohol and tobacco curriculum in the schools • parent involvement in developing a curriculum for the reading/writing program for grades K - 5 • parent involvement, through discussion groups, on complete reading/writing program for grades K-12. 3
