DATE: October 22,1996 _ Costa County SUBJECT: Authorization to submit FEMA Phase XV Funding Application to request funding of Homeless Shelter Program for Single Adults SPECIFIC REQUEST(S)OR RECOMMENDATION(S)a BACKGROUND AND JUSTIFICATION I. RECOMMENDATIONS: A. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to execute and transmit an application along with the necessary certifications and assurances to the Contra Costa County Emergency Food and Shelter Program Local Board requesting FEMA Phase XV Funding for the County's homeless shelter program for single adults. B. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to accept any FEMA Phase XV grant and to enter into a contract with the Emergency Food and Shelter National Board Program, and to perform any and all responsibilities in relationship to such contract. II. FISCAL IMPACT: The$100,000 being requested in the FEMA Phase XV application is necessary for shelter operations for the period of January 1, 1997 through June 30, 1997. Anticipated County funds and grant monies for the homeless shelter program wily not cover shelter operations for the entire fiscal year. FEMA funding will be used to supplement and extend existing resources and assist the County in its effort to operate the homeless shelter program for single adults at capacity at two sites. III. BACKGROUND/REASONS FOR RECOMMENDATIONS: The Contra Costa County Emergency Food and Shelter Program Local Board has issued a request for applications for FEMA Phase XV Funding for 1997. The Local Board is expecting to receive approximately $350,000 in Emergency Food and Shelter Program funding for FEMA Phase XV, under the Stewart B. McKinney Homeless Assistance Act. The Emergency Food and Shelter Program is intended to sttpVlement and extend current available resources and will be used by the County to support mass shelter expenses on a per diem schedule. The Health Services Department is seeking funding to support emergency shelter and support services for homeless adults in Contra Costa County and enable the County to operate its two shelters at capacity on a year round basis.
