RECOMMENDATION:
APPROVE recommendations of the Advisory Council on Equal Employment Opportunity regarding the
presentation of Certificates of Commendations to departments and employees for their commitment to
affirmative action and the County's Affirmative Action Program.

The Advisory Council on Equal Employment Opportunity decided in 1991 to recognize employees that have
been positive role models in furthering the objectives of the County's Affirmative Action Program. These
employees represent the individual commitment needed to make a significant and meaningful change in their
Department and the County. In their current positions they have taken the extra step by showing their
leadership ability, dedication, unselfishness, positive attitude, and concern for others.
The employees presented to you have been recommended by their Department Head and reviewed and
recommended to you for recognition by the Advisory Council on Equal Employment Opportunity.

ELTON RAPP
C711 reco natio&) o
Elton Rapp has been a member of the Affirmative Action
Committee since its inception. He attends regularly and has
been a very positive influence on the committee. He is also
the department' s Affirmative Action Coordinator. Elton' s
excellent people skills have been recognized and appreciated
by those he has helped. He is able to deal with problems in
a very positive manner. This role is sometimes very thankless
and we believe he should be recognized for all of his unseen
efforts . As a Public Works Maintenance Supervisor he shovels
materials, rakes asphalt, prunes bushes , relieves a flagger,
coaches a subordinate on a work method or anything else that
he believes necessary to help
employees learn to work together.
We doubt that Elton works at being
fair or helpful . It is part of his
caring nature.
