Contra Costa DATE: September 30, 1996 Z; County SUBJECT: "Breast Cancer Awareness Month" SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION IN THE MATTER OF PROCLAIMING RESOLUTION NO. 96/ 563 October as "Breast Cancer Awareness Month" in Contra Costa County WHEREAS, breast cancer is a devastating public health crisis and is the most common cancer among women and the second leading cause of cancer death for women in the U.S. and California; and WHEREAS, women in Contra Costa County have the second highest incidence of breast cancer in the state, and among Hispanic women, Contra Costa's breast cancer rate is the highest in the state, second highest among Asian women and third highest among African American women; and WHEREAS, early detection --- through clinical breast examinations and mammograms --- is the best way to improve a woman's chances for survival against breast cancer; WHEREAS, the Contra Costa County Breast Cancer Partnership is a coalition formed by community-based organizations, breast cancer survivors, advocates, health care providers and county agencies to make breast cancer screening a community priority; WHEREAS, the Partnership would like to honor the special efforts of community organizations to educate and raise awareness of underserved women about the importance of breast health check-ups; WHEREAS, the Partnership would like to recognize the following agencies doing breast cancer work: Brookside Community Health Center, Give Always To Others, El Pueblo, Global Reaching Out, Familias Unidas, Los Cenzontles Mexican Arts Center, National Asian Women's Health Organization, Opportunity West, Pittsburg Pre-School Coordinating Council, Promoci6n Latina, Women's Cancer Resource Center, and YWCA. NOW, THEREFORE BE IT RESOLVED, that this Board of Supervisors, County of Contra Costa, State of California, does hereby-proclaim the month of October, 1996, as "Breast Cancer Awareness Month". OUTREACH, EDUCATION, PREOUALIFICATION & FOLLOW-UP ■ Pittsburg Pre-school Coordinating Council, a non-profit community-based organization based in Pittsburg, will train community health outreach workers to provide outreach and education to women through door--to-door contacts, in-home parties, and community meetings. They will link women to doctors providing support and follow-up. They plan to screen 200 women. Contact: Frances Greene 439-2061 ■ Fannias Unidas provides family counseling, community education, advocacy, information and referrals for low-income clients of all ethnic groups in Richmond/San Pablo, with a special emphasis on the Spanish-speaking community. Familias Unidas will work in conjunction with the Health On Wheels (HOW)van to provide women with free breast health check-ups. Trained outreach workers will provide outreach and education to low-income women about breast cancer and to refer them to the HOW van. Their goal is to screen 200 women in West County. Contact: Frank Camargo 412-5930 ■ YWCA -It's mission is to enrich the lives of families in Contra Costa County. Working at their child care centers in Antioch and Brentwood, the YWCA will train outreach workers to educate women within the YWCA family and friends network about breast cancer screening. The YWCA will provide transportation to appointments and provide child care for 100 women. Contact: Nancy Atkinson 689-9858 ■ Brookside Communhly Health Center provides high-quality, comprehensive, primary and urgent health services to the medically underserved population in San Pablo/Richmond. Their innovative in-reach program will target their own female patient population by sending reminder postcards to women to come in for breast health check-ups. They will also conduct cultural sensitivity trainings for the Center's staff. Their goal is to screen 100 women. Contact: Nancy Masters 235-7006 Ext. 2826 ■ El Pueblo Resident Management Corporation, a public housing development in Pittsburg, will train two female residents to do outreach and educate women in their community with specially designed educational materials. One of these groups is the Khmu Women's Association, a unique organization of Laotian women who are working to help women and families to assimilate to the urban environment. Working in partnership, the organizations will provide education and outreach about breast cancer to Khmu families at two events in the Richmond area. Contact: Cheryl Maier 236-5812 SPECIAL EVENTS: ■ Give Always To Others is an organization created in 1992 to educate multi-cultural communities on issues of health, transportation, and employment. The organization is very skilled in media production, currently producing two weekly public access programs, and will develop and distribute TV and radio public service announcements and a 15-minute documentary about breast cancer early detection. Additionally, GATO will host an informational booth at the National Hispanic Heritage Month celebration in October, staffing it with volunteers ready to do outreach to participants. Contact: Carmen Ochoa 757-7401 ■ Los Cenzontles Mexican Arts Center was established in 1994 as a grass roots response to the growing social problems around youth in San Pablo/Richmond,working to preserve the Mexican culture by promoting the culture and heritage to the youth. In conjunction with Promotion Latina, a Latino volunteer organization representing the Latino Community in the city of San Pablo, they will hold the Fiesta de las Abuelas, a special event honoring grandmothers. Volunteers will prequalify participants for BCEDP and provide education about breast cancer early detection. Contact: Alicia Marines 233-8015 ■ Global Reaching Out Inc. assists Richmond residents to meet their basic needs such as food, clothing, and shelter. At their annual event"The Ghetto Solution", this organization will have an educational booth and lead a breast cancer educational session to help bring about self- awareness and change. Contact: Yolanda Braxton 232-1858 TRAINING & TECHNICAL ASSISTANCE: ■ National Asian Women's Health Organization (NAWHO) was founded in response to the absence of comprehensive and proactive research and services addressing the health issues of Asian women and girls. NAWHO will hold a special training conference for physicians and providers in Contra Costa County on how to provide culturally sensitive services and outreach to Asian-American women for breast cancer screening. Contact: Mary Chung (415) 989-9747 ■ The Women's Cancer Resource Center was founded in 1986 by a group of cancer survivors to provide direct counseling and support services to women with cancer as well as to advocate for broad changes in the health care system. WCRC will be expanding their services to be more accessible to women of Contra Costa County by training Contra Costa women to be volunteers. The volunteers will also make presentations and provide breast self-exam training to community groups. Diablo Newsletter- 162,000 Households • TV PSA's featuring survivors - Caucasian, Chinese, Latina, African American 2.
