SUBJECT: Authorization to submit Community Development Block Grant Housing Development Assistance
Fund(HDAF)Proposal to the Contra Costa County Community Development Department
requesting funding for the rehabilitation of Central County Shelter.
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
L RECOMMENDED ACTION:
APPROVE AND AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa or his
designee to execute and transmit an application along with the necessary certifications and assurances to the Contra Costa
County Community Development Department requesting Community Development HDAF funds for the rehabilitation of the
Central County Shelter for homeless adults;and to accept any HDAF grant funds and to enter into a contract with the Contra
Costa County Community Development Department,and to perform any and all responsibilities in relationship to such contract.
II. FINANCIAL IMPACT:
None. The HDAF funds being requested from the Community Development Department are necessary to complete
Phase I of the rehabilitation of the Central County Shelter,located at 2047 Arnold Industrial Way in Concord. The funding
Which has been secured for this project is not sufficient to complete this first phase of construction. The Housing Authority will
be submitting an application to the Community Development Department for$200,000-$300,000,once we have the final
figures from our architect and contractor, in order to secure the remaining funds required to go ahead with Phase I as quickly as
possible.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Contra Costa County Community Development Department issued a request for applications for the 1996-97
Contra Costa County Community Development Block Grant(CDBG)Program. The CDBG Program, sponsored by the U. S.
Department of Housing and Urban Development(HUD)is a primary source of funds for the County's community development
and housing programs,including social service programs designed to meet the needs of low and moderate income persons and
special needs populations. The Housing Authority submitted a proposal and was asked to submit a new application once the
architectural plans and costs estimates were completed.
CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to authorize the Executive Director or his designee to execute and
transmit an application requesting Community Development HDAF funds or accept any HDAF grant funds,we would not be
able to go ahead with Phase I of the rehabilitation of the Central County Shelter for homeless adults.
