SUBJECT: Commitment of County Resources for the Design of the State Route 4 Bypass
and Designation of its Priority
SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AFFIRM the commitment of County resources for the design of the State Route 4 Bypass and
DIRECT the Public Works Director to provide a dedicated design team to implement the project
in the most expeditious manner.
II. Financial Impact:
None. The work is financed by the State Route 4 Bypass Authority, as well as the East Contra
Costa Regional Fee And Financing Authority.
III. Reasons for Recommendations and Background:
The State Route 4 Bypass Authority has committed funds for the design for Section 2, a two lane
phase between Balfour Road and Lone Tree Way. This design work is a continuation of the
preliminary engineering that County staff has been doing as a part of its role as project managers
for the Bypass program. County Public Works staff has prepared a proposal to complete the
contract documents necessary to construct this portion of the Bypass The Technical Advisory
Committee (TAC) of the Bypass Authority, as well as the Executive Committee of the East Contra
Costa Fee and Finance Authority have approved the use of County design services as well as
the proposed work plan, schedule and estimate presented to them by County staff. The scope
of services and financial arrangements are already covered by the Joint Powers Agreement (JPA)
for the State Route 4 Bypass Authority.

When considering the County's proposal, the TAC requested the Board of Supervisors provide
assurances that the project schedule be maintained and that once the work began, County staff
would not be diverted to other County projects unless it was mutually agreed to by the County's
other partners in the JPA. This commitment will not apply in the event of emergency situations
or for disaster relief.
IV. Consequences of Negative Action:
Not providing the assurances will require the SR4 Bypass Authority to secure alternate
engineering recovery.
