SUBJECT: Support Caltrans request for a Coast Guard Permit for the New Benicia/Martinez Bridge.
SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Support the current Coast Guard permit application of the State Department of Transportation
(Caltrans) for the second Benicia/Martinez Bridge
II. Financial Impact:
None
III. Reasons for Recommendations and Background:
Under Regional Measure 1 Caltrans is preparing to construct a second span for the
Benicia/Martinez Bridge. As part of the permit process for the span, a Coast Guard permit is
required for navigable waters.The Coast Guard is responsible for the safety of the marine
operations in the Carquinez Straits and at the adjacent terminal facilities. As a part of the permit
process, the Coast Guard has solicited public comments. The Southern Pacific Railroad Co.,
which operates a parallel railroad bridge, raised a concern about the closeness of the proposed
new east span. They requested a 1000 foot clearance to allow for future maintenance of their
bridge. The Bar pilots, on the other hand, requested a much closer spacing in order to minimize
navigational problems with the ship channel and adjacent marine terminals.
Caltrans has revised the location of the bridge to-a distance from the SPRR Bridge ranging
between 230 and 410 feet. Discussions were held with all interested parties to consider this

proposal. Although there seems to be no perfect location for the new bridge it looks like Caltrans
proposal is the only viable alternative. The SPRR opposes it. Caltrans, however, has
demonstrated that repair is feasible.
IV. Consequences of Negative Action:
Failure to support the permit application will not provide the Coast Guard with the County's input
on the location of the new bridge.
