SUBJECT: In the Matter of Authorizing the Sheriff to Modify Fee Schedule
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Adopt the attached fee schedule effective the date this Board Order is adopted.
II. FINANCIAL IMPACT
The adoption of the attached fee schedule will allow the County to recover the costs asociated with the
listed activities.
111. REASONS FOR RECOMMENDATION/BACKGROUND
In the 1994-95 fiscal year the Criminalistics Laboratory was required to recover costs of our services.
Modifications to the fee schedule are necessary to offset the costs associated with providing the listed
services. Previously, laboratory users were exclusively from law enforcement agencies within Contra
Costa County. We subsequently discovered that the services offered by the General Criminalistics
Section of the Division are in demand by police agencies outside of Contra Costa County and by private
clients(i.e. private attorneys)as well. Establishing the proposed fee schedule will allow us to cover the
cost of offering forensic services to out of county clients, in addition to increasing revenues for the
Division. Forensic services to out of county clients will not be offered to the detriment of services to the
Division's primary clients,the law enforcement agencies within Contra Costa County.
The 1995-96 budget for toxicology services will experience a 23% or$30,000 deficit at the end of the
1995-96 fiscal year. This is primarily due to increase cost of services and supplies in the area of
Toxicological analysis. The adjusted fee schedule for Toxicological, drugs and alcohol services
averages 8-20% for the listed services. The revenue generated from the fee increase are needed to
balance the toxicology budget.
IV. CONSEQUENCES OF NEGATIVE ACTION
Negative action for out of county services and private requests will ignore a potential source of revenue
for the county. Negative action for toxicology services would result with a need for additional revenue
from the County general fund or we would no longer be able to provide these services.

General Criminalistics Services
All services, per hour $135
Billed activities include the analysis time of samples and standards, preparation of the report and
marking and packaging of evidence. Those activities which are not billed are supervisory review,
clerical support, and consultation. Testimony is billed portal-to-portal, plus travel expenses.
Services include:
Crime scene processing Gunshot residue analysis
Crime scene reconstruction Tooimarks
Firearms Prints and Impressions (other than latent fingerprints)
Serology Hair and fiber analysis
DNA testing Arson analysis

RECOMMENDATION
1. FIX Tuesday, October 8, 1996 at 10:15 a.m. for a public hearing on the proposed
increase of certain Crime Lab Fees in the Sheriff's Department.
2.. DIRECT the Sheriff's Department to publish required notices pursuant to the
Government Code.
FINANCIAL IMPACT
The approval of the proposed fee increases will allow the County to recover the costs
associated with certain Crime Lab activities. A copy of the modified fee schedule will be
on file with the Clerk of the Board at least ten days prior to the scheduled hearing.
BACKGROUND
In the 1994-95 fiscal year, the Criminalistics Laboratory (Crime Lab) was required to recover
costs of its services. Modifications to the fee schedule are necessary to offset the costs
associated with certain services. Previously, laboratory users were exclusively from law
enforcement agencies within Contra Costa County. However, it was discovered that the
