IN THE MATTER OF HONORING ] RESOLUTION NO. 96/444
OCTOBER AS NATIONAL HEAD ]

WHEREAS, in 1964 the Federal Government established Project Head Start to help break the cycle of poverty by
providing preschool children of low-income families with a comprehensive program to meet their emotional, social,
health, nutritional and psychological needs; and,
WHEREAS, Head Start nationally serves 712,000 children and their families and locally, the Contra Costa
County Head Start program serves 1,163 children and their families; and
WHEREAS, the Contra Costa County Head Start program emphasizes services to children with disabilities and
their families. The major components of these services include: Education, providing learning experiences to foster
intellectual, social and emotional growth. Health, early identification of health problems including medical, dental,
mental health and nutrition. Parent involvement and Social services to help parents with job readiness,
community outreach, referrals and family needs assessments; and,
WHEREAS, the Contra Costa County Head Start program staff have a commitment to providing the children
and their families the best possible service to achieving this end ;
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra Costa County does
honor, recognize
OCTOBER AS NATIONAL HEAD START MONTH
PASSED by vote of the Board members present on this 8th day of October, 1996.
