SUBJECT: The Medical Use of Marijuana Initiative, Proposition 215
Following the presentation of David Travers, Chair, Substance Abuse
Advisory Board, on his Board's opposition to Proposition 215, the Medical Use
of Marijuana Initiative, the Board heard comments from individuals expressing
support as well as opposition to the initiative.
All persons desiring to speak were heard.
Therefore, IT IS BY THE BOARD ORDERED that a position is ADOPTED in
opposition to Proposition 215 that if approved by the electorate at the
November election would permit the medical use of marijuana.

C °ryI Roien The Contra Costa County Substance Abuse Advisory Board has voted to
• 4 oppose Proposition 215, the Medical Use of Marijuana Initiative. The
Robbie Bush Board is opposed to Proposition 215 for several reasons. First, the
Joseph Pmtansky Initiative is poorly written and would result in vague and ambiguous
op legislation. This murky Ianguage would seriously hamper the ability of
law enforcement to effectively enforce existing marijuana laws. With the

Board has serious concerns as to bow this law would ultimately impact
our communities. Secondly, the Board believes that further scientific

Dear County Board of Supervisors,
It is my understanding that you will be discussing your position in regard
to the California medical marijuana initiative, Proposition 215, at tomorrow's
Board meeting.
As a resident of this county, I have already telephoned the staff of each
Supervisor to express my support for that measure. I also requested .by that
the County respectfully reverse the recommendation of the Substance Abuse
Advisory Board and vote instead to endorse Proposition 215,
At this time, I would like to reiterate my position in this regard, and to
request that my name be placed on the agenda to address the Board at its
October 8, 1996 hearing of this matter.
