III. REASONS FOR RECOMMENDATIONBACKGROUND
The U.S.Department of Housing and Urban Development(HUD)has issued a notice that$30.8 million is available in
grant funds for Economic Development and Supportive Services Program. (EDSS). The EDSS Program will fund
1) economic development opportunities and supportive services to assist residents of public housing to become economically
self-sufficient,particularly families with children where the head of household would benefit from the receipt of supportive
services and is working, seeking work,or is preparing for work by participating in job-training or educational programs, and

unnecessary institutionalization. The grants will be up to three years in duration. With these funds, the Housing Authority
hopes to 1) develop a holistic approach to employment services for public housing residents that combines remedial education,
job skills and readiness training, and life skills instruction with support services like child care and counseling, and 2) provide
a continuum of services for elderly and disabled public housing residents that will enable eligible residents to live independently.
