Martinez,Executive Director DATE: October 8, 1996 SUBJECT: ADOPT RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR ECONOMIC DEVELOPMENT AND SUPPORTIVE SERVICES GRANT(EDSS)FOR ECONOMIC SELF- SUFFICIENCY AND AN EDSS GRANT FOR INDEPENDENT LIVING,AND AUTHORIZING EXPENDITURE OF FUNDS. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE submission of applications for funding under the Economic Development and Supportive Services Grant (EDSS)for 1) Economic Self-Sufficiency and 2) Independent Living and AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to execute and submit to the U.S.Department of Housing and Urban Development all appropriate documents required by the application guidelines,and approve Resolution No. 3791 authorizing submission of grant application and expenditure of funds. II. FINANCIAL IMPACT: The Housing Authority will apply to the U.S.Department of Housing and Urban Development for up to$2 million under the Economic Development and Supportive Services Grant(EDSS),and Supportive Services Grant. III. REASONS FOR RECOMMENDATIONBACKGROUND The U.S.Department of Housing and Urban Development(HUD)has issued a notice that$30.8 million is available in grant funds for Economic Development and Supportive Services Program. (EDSS). The EDSS Program will fund 1) economic development opportunities and supportive services to assist residents of public housing to become economically self-sufficient,particularly families with children where the head of household would benefit from the receipt of supportive services and is working, seeking work,or is preparing for work by participating in job-training or educational programs, and 2) provide supportive services to assist the elderly and persons with disabilities to live independently or to prevent premature or unnecessary institutionalization. The grants will be up to three years in duration. With these funds,the Housing Authority hopes to 1) develop a holistic approach to employment services for public housing residents that combines remedial education, job skills and readiness training,and life skills instruction with support services like child care and counseling,and 2) provide a continuum of services for elderly and disabled public housing residents that will enable eligible residents to live independently. These services include meal service adequate to meet nutritional needs;personal assistance to eligible residents in grooming, dressing, and other activities which maintain personal appearance and hygiene;housekeeping aid;transportation services;health and wellness and other case management services as appropriate for the needs of residents. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to adopt Resolution No. 3 79 1, the Housing Authority would be unable to compete for funding which would enable the Housing Authority to provide opportunities and supportive services to assist residents of public housing to become economically self-sufficient,and to provide supportive services to assist the elderly and persons with disabilities to live independently or to prevent premature or unnecessary institutionalization. THE BOARD OF COMMISSIONERS HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3791 RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR ECONOMIC DEVELOPMENT AND SUPPORTIVE SERVICES GRANT(EDSS)FOR ECONOMIC SELF- SUFFICIENCY AND AN EDSS GRANT FOR INDEPENDENT LIVING,AND AUTHORIZING EXECUTION WHEREAS, it is the desire of the Board of Commissioners of the Housing Authority of the County of Contra Costa County provide decent,safe and sanitary housing for its tenants; and, WHEREAS,the Housing Authority of the County of Contra Costa(PHA)desires to apply to the U.S.Department of Justice for up to$2 million for the Economic Development and Supportive Services Grant for self-sufficiency and for independent living; NOW,THEREFORE,BE IT RESOLVED,by the Board of Commissioners of the Housing Authority of the County of Contra Costa that: 1. The Chair of the Board of Commissioners of the Housing Authority of the County of Contra Costa hereby authorized the Executive Director of the Housing Authority to submit applications for funding under the Economic Development and Supportive Service Grant(EDSS)for 1) Economic Self-Sufficiency and 2) Independent Living Notice of Funding Availability and to execute and submit all appropriate documents required by the application guidelines;and, 2. The Executive Director is further authorized to submit any additional information in support of the application which is required by HUD,and, 3. Grant amounts obtained by the Housing Authority under the Economic Development and Supportive Services Grant program for 1) Economic Self-Sufficiency and 2) Independent Living will be used to provide opportunities and supportive services to assist residents of public housing to become economically self-sufficient, and to provide supportive services to assist the elderly and persons with disabilities to live independently or to prevent premature or unnecessary institutionalization,and, 4. This Resolution shall be effective immediately. PASSED AND ADOPTED ON October 8 , 1996 by the following vote of the Commissioners.
