Adopted this Order of October 8, 1996 by the following vote:

RESOLUTION NO. 96/450
SUBJECT: Rejecting Bids and Approving Revised Plans and Specifications for Addition to
Animal Services Center, 4849 Imhoff Place, Martinez
(CP #96-45)
Budget Item No. 4417-4124
Authorization No. 0928-WH 124B
WHEREAS bids for Addition to Animal Services Center, 4849 Imhoff Place, Martinez,
were received on September 12, 1996; and
WHEREAS the Director of General Services having this day recommended that the bids be
rejected, and having reported that the plans and specifications for Addition to Animal Services
Center, 4849 Imhoff Place, Martinez have been revised; and
WHEREAS the plans and specifications for Addition to Animal Services Center, 4849
Imhoff Place, Martinez, as revised by Addenda No. 1 and No. 2, and prepared by Harley E.
Jensen, Architect & Associates, have been filed with the Board this day by the Director of General
Services; and
WHEREAS the cost estimate for the initial construction contract, based on the plans and
specifications, as revised by Addenda No. 1 and No. 2 is $70,000.00; and
WHEREAS the Board has obtained the general prevailing rates of wages, which shall be the
minimum rates paid on this project; and
WHEREAS the Board having previously found that the project is exempt from
Environmental Impact Report requirements as a Class le Categorical Exemption under County
Guidelines and the Director of Community Development having filed a Notice of Exemption with
the County Clerk;
NOW, THEREFORE, the Board of Supervisors, in its discretion, REJECTS all bids; and
FURTHER, IT IS BY THE BOARD RESOLVED that said plans and specifications, as
revised by Addendum No. 1 and Addendum No. 2, are hereby APPROVED. Bids for this work
will be received on November 7, 1996 at 2:00 p.m., and the Clerk of this Board is directed to
publish a Notice to Contractors in accordance with Section 22037 of the Public Contract Code,
inviting bids for said work, said Notice to be published in Martinez News
Gazette . The Director of General Services is directed to mail notices to the
construction trade journals specified in Section 22036 of the Public Contract Code at least 30
days before the date of opening the bids, and

IT IS FURTHER RESOLVED that the Director of General Services, or his designee, is
AUTHORIZED to issue bid Addenda, as needed, for clarification of the contract bid documents,
provided the involved changes do not significantly increase the cost for the initial construction
contract.
