SUBJECT: State Donation of Surplus Computer Equipment
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
T. RECOMMENDED ACTION:
Accept, on behalf of the Sheriff, a donation of Tandem computer
equipment from the State of California for use with the Sheriff' s
Office Jail Management Computer System.
II. FINANCIAL IMPACT:
The Sheriff' s Office Jail Management Computer System is now six years
old and requires hardware upgrades to maintain its performance.
Approval to accept this donation will save the County the cost of
purchasing new computer hardware for the Jail Management System.
III. REASONS FOR RECOMMENDATION:
The Sheriff' s Office Jail Management System needs equipment upgrades
to ensure adequate system storage and performance. The donation of
the used DMV equipment allows the County to meet this need without
expending County funds for the purchase of new computer hardware.
This is an opportunity to upgrade the Sheriff' s. Office Jail Management
System to meet current needs for the next three years, for little or
no cost to the Sheriff' s Office or to the County.
IV. BACKGROUND:
The Sheriff' s Office Jail Management System uses Tandem equipment and
is now six years old. The current hardware configuration provides slow
response times due to built in processing limits . T sys ms hard

drive storage has exceeded its original capacity and now requires
additional system cabinets or external drives to handle our storage needs .
The ongoing costs for these maintenance modifications are estimated at
$30, 000 a year.
The State of California has a large surplus of used Tandem computer
equipment that was purchased for the Department of Motor Vehicles .
The DMV Project was canceled and now the State wishes to donate the
computer equipment for a good use. The State' s surplus Tandem
computer equipment is compatible with the Sheriff' s Office Jail
Management System and will provide an excellent source of equipment
to upgrade to our system. The State surplus equipment will provide the
needed additional disk storage and double our processing performance.
These hardware upgrades will correct our problems and extend the life
of the system for the next few years .
The State wishes to donate all of the surplus Tandem equipment, even
though the Sheriff' s Office will only use a portion of it. The
equipment not used to upgrade the Jail Management System will be:
a. sold or traded to offset the expenses involved in; moving
the equipment, installing the upgrades and associated
increases in hardware and ,system software maintenance costs .
And,
b. inventoried for shelf spares and portions may be placed in
service for other functions .
V. CONSEQUENCES OF NEGATIVE ACTION:
The Sheriff' s Office would still need to maintain the systems storage
needs which would cost an estimated $30, 000 a year. The system would
still require processor upgrades and the jail would not have the
necessary funding. The DMV equipment makes it cost effective to
upgrade the current system. Without the DMV equipment the cost of
these upgrades would be hard to justify for the few years of extended
system life we will obtain. The system would still require
improvements and the cost to migrate to a new Tandem hardware platform
is estimated at $500, 000 .
