Adopted this Order of October 8, 1996 by the following vote:

RESOLUTION NO. 96/449
SUBJECT: Rejecting Bids and Approving Plans and Specifications for
Installation of Voice/Data Communication Cabling Distribution System
Merrithew Memorial Hospital Replacement Project
Budget Line Item No. 6971-4580
Authorization No. 0928-WH580B
WHEREAS bids for installation of Voice/Data Communication Cabling Distribution
System at 2500 Alhambra Avenue, Martinez for Merrithew Memorial Hospital were received on
September 12, 1996;and
WHEREAS the Affirmative Action Officer having determined that the low bidder failed
to meet the goals or provide a satisfactory documentation of good faith effort to comply with the
requirements of the County's Minority and Women Business Enterprise Contract Compliance
Program; and
WHEREAS the second low bidder's total bid (including add alternates) exceeded the
Consultant's cost estimate and was $75,384.00 higher than the low bid, a difference of 17%; and
WHEREAS the revised plans and specifications for installation of Voice/Data
Communication Cabling Distribution System have been filed with the Board this day by the
Office of the County Administrator; and
WHEREAS specialty contractors have been prequalified and approved by the Board;
and
WHEREAS plans and specifications were prepared by Comsul, Ltd.; and
WHEREAS the Consultant's cost estimate for the initial construction contract is
$475,000.00; and
WHEREAS the Board has obtained the general prevailing rates of wages, which shall be
the minimum rates paid on this project; and
WHEREAS the Board having previously determined that the project is exempt from
Environmental Impact Report requirements as a Class 2a Categorical Exemption under County
Guidelines and the Community Development has filed a Notice of Exemption with the County
Clerk;
NOW, therefore,the Board of Supervisors, in its discretion, rejects all bids; and
FURTHER,IT IS BY THE BOARD RESOLVED THAT
1. The revised plans and specifications are hereby APPROVED.
2. The County Administrator, or his designee, is AUTHORIZED to issue bid
Addenda, as needed for clarifications to the contract bid documents, so long as the
involved changes are consistent with the established project budget and do not
increase its cost.
3. The County Administrator, or his designee, is AUTHORIZED to extend the bid
opening date, if needed, and to arrange for the Clerk of the Board to publish a
revised Notice to Contractors in accordance with the Public Contract Code.
Bids for this work will be received on November 7, 1996 at 2:00 PM and the Clerk of this Board
is directed to publish a Notice to Contractors in accordance with Section 6062 of the Government
Code, inviting bids for said work, said Notice to be published in the Contra Costa Times.
