SUBJECT: Oakley Redevelopment Area - Fund Installation of Landscaping on
State Route 4
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director _ Redevelopment to sign a
contract between the Redevelopment Agency and Contra Costa County for
funding of the installation of landscaping, median landscaping,
landscape irrigation facilities and sidewalks on State Route 4 between
Empire Avenue and Vintage Avenue in the Oakley area.
APPROVE and AUTHORIZE the Director of Public Works to sign 'a contract
between the Redevelopment Agency and Contra Costa County for funding
of the installation of landscaping, median landscaping., landscape
irrigation facilities and sidewalks on State Route 4 between Empire
Avenue and Vintage Avenue in the Oakley area.
RESCIND contract approved by the Redevelopment Agency and Board of
Supervisors on April 4, 1995, between the Redevelopment Agency and
Contra Costa County for this project.

FISCAL IMPACT
No General Fund monies are involved. The total estimated contract
amount is $257, 341 and will come from the Oakley Redevelopment
Project Area capital portion of the tax increment and bond proceeds
funds. This project is included in the FY 1995-96 Agency budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Oakley Municipal Advisory Council (OMAC) has recommended the
allocation of redevelopment funds in order to enhance the
appearance of State Route 4 between Empire Avenue and Vintage
Avenue in the Oakley area. This project consists of the
installation of sidewalk, landscaping behind the sidewalk, median
landscaping and landscape irrigation facilities on State Route 4 .
This and other infrastructure improvements will ensure that Oakley
continues to experience commercial and residential development.
The Redevelopment Agency approved a prior contract for $189, 790 on
April 4, 1995, between the Agency and Contra Costa County for this
project . However, the project has been put out to bid three times
since then and the contract cost has greatly increased. This
contract replaces the previously approved contract for this
project.
