Bragdon Director of Community Development DATE: October 8, 1996 SUBJECT: Contra Costa County Emergency Shelter Grant Program, FY 1996 SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ALLOCATE FY 1996 Emergency Shelter Grant (ESG) funds and AUTHORIZE the Deputy Director-- Redevelopment or his designee to enter into FY 1996 ESG contracts for the following projects: (1) Homeless Emergency Shelters -- operating expenses for the Central County and Brookside Homeless Shelters, sponsored by the Health Services Department ($ 94,0001; and (2) Family Homeless Shelter-- case management for homeless families in residence at the Pittsburg Family Center, sponsored by Shelter, Inc. ($10,000). FISCAL IMPACT No General Funds are involved. ESG funds are allocated to the County by formula through the U.S. Department of Housing and Urban Development (HUD). ( 3 BACKGROUND/REASONS FOR RECOMMENDATIONS Corina Costa County receives federal Emergency Shelter Grant (ESG)funds on an entitlement basis for.use in funding emergency homeless shelter operations and related services, and homeless prevention activities. The County's FY 1996 allocation is$104,000. ESG funds are allocated through a competitive application process administered by the Community Development Department(CDD). On June 6, 1996, a Notice of Funding Availability (NOFA) was sent to 30 public agencies and nonprofit housing and homeless service providers active in Contra Costa County. CDD received 4 applications requesting a total of$153,730 in ESG funds. Attachment A contains a brief summary of applications received. Projects were evaluated and funding recommendations developed using the following criteria: • Consistency with County homeless shelter and service priorities; • Eligibility under federal regulations; • Alleviation of homeless needs; • Degree to which the project serves the target population; • Project feasibility and cost-effectiveness; • Proposed matching funds and ability of the project to leverage other resources; • Capacity of project sponsor; and • Project readiness. The following projects are recommended for funding: • Homeless Emergence Shelter Operation -- As proposed, the County Health Services Department (HSD) will use ESG funds ($ 94,000) for operating expenses at the Central County and Brookside Emergency Shelters with a combined capacity of 116 emergency shelter beds. The County shelters serve a critical need through the provision of emergency housing and services to very-low income homeless populations in a cost-effective manner ($900 per shelter bed per month). In addition to shelter, residents are assigned a Case Manager and provided with support services designed to assist the homeless to achieve an independent living status. • Case Management for the Pittsburg Family Center--As proposed, Shelter, Inc. will use ESG funds($10,000)to provide case management to homeless families who stay at the Pittsburg Family Center(PFC). Reimbursement will be limited to services provided to Urban County residents. The PFC provides seven transitional housing units for homeless families for a period of three to six months. In addition to providing housing, PFC goals include assisting, residents to obtain permanent housing, secure employment and increase their household income, and receive needed medical care.
