SUBJECT:
Authorize Acceptance; of $3, 500 School to Work Subgrant with
Alameda County Office of Education.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION
I . RECOMMENDATION:
Authorize the Executive Director, Contra Costa County Private
Industry Council to accept a $3, 500 School to Work subgrant
with the Alameda County Office of Education to reimburse the
Contra Costa PIC Department in participating in an East Bay
School to Career Partnership Grant award jointly funded by the
US Departments of Education and Labor.
II . FINANCIAL IMPACT:
None. One hundred percent Federal funds.
III . REASONS FOR RECOMMENDATION/BACKGROUND:
For some time the Alameda County business and education
communities have been planning a school to work program in
preparation for anticipated federal grants. Similar efforts
were in the planning stages in Contra Costa County. As a
result of the East Bay corridor project, the Alameda County
effort was extended into the West Contra Costa County area.
When the federal register school to work grant application was
released, consensus soon formed that a single cooperative grant
application for the East Bay (Alameda and Contra Costa
location) would be more competitive than two or more grant
applications for parts of the two counties. This partnership
applied for and received a 5 year $4 .7 million federal grant
commitment under the school to work opportunities Act; Alameda

FY 96/97 funding is 1.4 million, the balance of the funding for
the next 4 years is subject to congressional appropriation and
satisfactory grant performance. The other three East Bay PICS
are receiving similar awards. Should the State of California
sucessfully apply for state status as a school to work state,
the federal funds would cease and successful reapplication to
the State would be required for funding continuation.
