2. REMOVE Sylvester Greenwood, Deputy Superintendent, West Contra Costa
Unified School District, from the Private Industry Council, Inc. non-profit
organization.
3. APPOINT Alan Newell to the Private Industry Council, Inc. non-profit
organization.
4.. ISSUE a Certificate of Appreciation from the Board to Mr. Sylvester Greenwood
for his services to the County.

REASONS FOR RECOMMENDATIONS/BACKGROUND:
Federal Job Training Partnership Act (JTPA) legislation requires there be a Board
appointed Private Industry Council (PIC) that in partnership with the Board of
Supervisors, is responsible for the operation of the JTPA grant.
In accordance with a Board Order approved July 19, 1994, the Private Industry Council
was directed to make recommendations for appointments to the Council directly to the
Board of Supervisors, without the need to go through the Internal Operations
Committee.
On June 21st, applicant recruitment letters were sent to educational agencies advising
that Sylvester Greenwood's term on the PIC would expire 9/30/96 as he has served the
full 3 two year terms which is the maximum that individuals can serve on the Council.
Three applications were received (see attached) - all applicants were interviewed by PIC
Council members.
The PIC recommends the appointment of Dr. Alan Newell, Superintendent of Schools,
Antioch Unified School District. Dr. Newell has background and experience with
workforce development, is familiar with programs operated by the PIC and would be an
asset to the PIC in the development of its One Stop Centers and the formation of a
Workforce Development Board.
PIC members serve as directors of the Private Industry Council, Inc. non-profit
organization and as such, Dr. Newell should be appointed to the non-profit organization.
Individuals who are no longer members of the PIC are precluded from serving as a
director the non-profit organization.

Industry Council (Education). I am excited about the potential opportunity to work with
the Private Industry Council representing the education community. School business
partnerships have a bright future in public.education. There are new opportunities and

Bob is our new Schools Administrator. He brings to us, and would bring to you, a wealth
of experience in both business and education. During his years of law practice,he was
involved in working with bus.iiesses, and understands the impact of programs such as the
JTPA on the business commr city. Bob has served on a number of boards in the
nonprofit area,and while serving as a Minister in Southern California, assisted the East
Valley Area Health Council (San Bernardino County) in their involvement with the
Private Industry Council.
Bob holds the JD Cum Laude from the University of Miami School of Law,both the
M.Div,and M.A.R. degrees from Westminster Theological Seminary in California, and a
B.S. from the U.S. Coast Guard Academy. He lives in Walnut Creek, and we would be
