PROPOSAL: The California Department of Transportation, (CalTrans) District 4, P.O. Box 23660, Oakland, CA 94623-0660 (tel. 510-286-5129 ) , has applied for a permit to construct a fixed highway bridge. The new bridge would augment the existing Benicia-Martinez Highway Bridge ( I-680), 6.9 miles upstream of the mouth of Carquinez Strait, to accommodate projected highway traffic. It would be constructed east of the existing Southern Pacific railroad bridge. The existing railroad and highway bridges are approximately 70 feet apart. The new bridge was previously advertised (PN 11-85a) at a location 70 feet upstream of the railroad bridge. The revised location is approximately 230 feet upstream of the railroad bridge. The Coast Guard believes that the new location may meet the reasonable needs of navigation with due consider- ation for overland traffic and the environment. BACKGROUND: Coast Guard Public Notice 11-85, dated November 15, 1991, addressed locations as being either upstream (east) or downstream (west) of the existing Martinez highway and railroad bridge complex. A Draft Environmental Impact Statement and Environmental Impact Report (DEIS/R) was also circulated in November of 1991. The original proposal included a new bridge and 30 miles of associated freeway improvements. Due to procedural changes adopted in the early 1990' s as a result of the Clean Air Act Amendments, the Intermodal Surface Trans- portation Efficiency Act, and comments on the DEIS/R, the project was revised to include only: the construction of the new bridge; approaches to the new bridge; a warehouse; and new toll plaza facilities. A supplementary notice, PN 11-85a, dated April 12, 1995, updated information concerning the project and advertised a location 70 feet upstream (east) of the railroad bridge. It also advertised the availability of the Supplemental Draft EIS. Southern Pacific Lines objected to a new bridge at that location because it would have been difficult to use large marine con- struction equipment to repair or replace their bridge. They asked for a minimum separation of 1,000 feet. Ensuing discussions between Southern Pacific Lines and CalTrans resulted in the development of the current proposal: a separation distance NAVIGATIONAL CONSIDERATIONS. At present, vessels are constricted to a channel 291 feet wide while passing under the highway and railroad bridges - a path approximately 200 feet long. The passage is often complicated by strong currents and winds. Construction of the new bridge would result in a lengthened traverse under three bridges - a path approximately 514 feet long. This would increase the difficulty of safely manuevering large vessels through the bridges. During the bridge construction phase, the marine construction equipment could also temporarily reduce available clearances for navigation, however the Coast Guard would review and approve any equipment and mooring placement and any necessary temporary channel closures to minimize impacts on navigation. ENVIRONMENTAL CONSIDERATIONS: The Federal Highway Administration (FHWA) , is the lead federal agency for NEPA, and they and CalTrans prepared and circulated a DEIS/R for the project in November 1991. They have updated that document with a Supplemental DEIS/R, dated March 13, 1995. The Coast Guard is a cooperating agency in this environmental review process and intends to use the Final EIS for our decision whether or not to issue a permit for the new bridge. Although the proposed bridge piers are located in the floodplain, the bridge deck and its approaches would comprise an elevated structure which spans Carquinez Strait and is not subject to flooding. The additional bridge piers would have a negligible effect on flood height. Approximately 32, 500 cubic yards (24, 853 cubic meters) of fill would be placed below MHW for the new bridge. Approximately 3.0 acres ( 1.22 hectares) of wetlands would be impacted. The FHWA and CalTrans are coordinating with the Advisory Council on Historic Preservation and the State Historic Preservation Officer and the owners of historic proper- ties affected by the project to minimize impacts. They are also consulting with the U.S. Fish and Wildlife Service and National Marine Fisheries Service concerning project impacts on Threatened and Endangered Species. The Coast Guard has notified the applicant to obtain water quality certification from the California Regional Water Quality Control Board (CRWQCB) pursuant to Section 401 of the Clean Water Act (P.L. 92-500) and obtain a Bay Conservation and Development Commission (BCDC) permit pursuant to the Coastal Zone Management Act of 1972. The applicant will also apply for permits from the U.S. Army Corps of Engineers, the California Department of Fish and Game, and the State Lands Commission. SOLICITATION OF COMMENTS: Interested parties are requested to express their views, in writing, on the proposed bridge project giving sufficient detail to establish a clear understanding of their reasons for support or opposition. There was no consensus. The railroad company still believes the new bridge is too close to their bridge. The pilots prefer a new bridge as close as possible to the existing bridge to minimize navigation problems. Adjacent property owners prefer a bridge as close as possible to the existing bridges to minimize impacts on their properties. Caltrans prefers a bridge at this location or locations closer to the existing bridges to minimize costs and highway operation problems. Despite the lack of consensus, the Coast Guard believes that the . current proposal may meet the reasonable needs of navigation, and is formally soliciting comments. WATERWAY AND LOCATION: The Carquinez Strait, mile 7. 1, (kilometer 11.43) , on Highway I-680, between Benicia (Solan County) and Martinez (Contra CostFt County) , California. The waterway is a busy commercial waterway used by vessels of all sizes from 16 ft. motorboats to 800 ft. tankers. CHARACTER OF WORK: Construct a fixed highway bridge and associated approaches. The new bridge would have navigational clearances equal to or greater than the existing highway bridge together with protective hydraulic fenders similar to those at the existing highway bridge. NEW BRIDGE NAVIGATIONAL CLEARANCES Horizontal: 440 ft. ( 134.1 meters) between piers normal to the axis of the channel (equivalent to those at the existing highway bridge) . Vertical: 138 ft. (42.0 meters) above MHW 144 ft. (43.8 meters) above MLLW MINIMUM NAVIGATIONAL CLEARANCES PAST THREE BRIDGES Horizontal: 291 ft. (88.7 meters) between fenders (railroad bridge) , normal to the axis of the channel. Vertical: 70 ft. (21.3 meters) above MHW (rr bridge lowered) 75 ft. (22.9 meters) above MLLW (rr bridge lowered) 135 ft. (41.1 meters) above MHW (rr bridge raised) 140 ft. (42. 6 meters) above MLLW (rr bridge raised) The new bridge structure will be 3 ft. higher than the existing highway bridge to allow 135 ft. clearance with a racon installed.
