Bragdon � .J County Director of Community Development DATE: October 1, 1996 SUBJECT: Reallocation of FY 1991/92 CDBG Funds from the San Ramon Disabled Housing Project to the FY 1996/97 CDBG Housing Development Assistance Fund SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE the reallocation of $125, 000 in FY 1991/92 Community Development Block Grant (CDBG) funds originally allocated to the City of San Ramon for the development of housing to serve low-income disabled populations to the FY 1996/97 CDBG Housing Development Assistance Fund. FISCAL IMPACT No General Funds are involved. The project has been substantially delayed due to the loss of the original project site and nonprofit sponsor. Despite substantial effort, the City has been unable to identify a new nonprofit sponsor or an appropriate and cost-effective site. Further, additional funds required to successfully complete this project are not currently available. As a result of these difficulties, the City has informed the Community Development Department that this project will not proceed as originally structured. Therefore, it is recommended that the $125, 000 in FY 1991/92 funds previously approved for this project be rescinded and reallocated to the FY 1996/97 CDBG Housing Development Assistance Fund for use in funding additional affordable housing projects . The City concurs with this action. The Department wishes to emphasize that rescission of the FY 1991/92 allocation in no way precludes or jeopardizes the City' s ability to apply and compete effectively for CDBG funds to develop affordable housing in the future. kh/k14/BOSSR
