M. Blake and Assoc. for Foster Care SSI re-determination. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Director of Social Service, or designee, to negotiate a sole source contract with F. M. Blake and Associates for the re- determination of SSI eligibility of children in Foster Care; 1 . Do a review of all Foster Care cases which are currently eligible for SSI to determine eligibility status under the newly enacted legislation H.R. 3734, 2. Prepare documentation for the justification of continued eligibility for all cases, and 3. File appeals with Social Security for the continuation of Supplemental Security Income for children in federal and nonfederal foster care where that is necessary, for a contract amount of approximately $80,000. FISCAL: 100% County cost. The amount at risk for annual County share of cost for the current 156 SSI/Foster Care cases is approximately $600,000 per year. Cruze x1582 ATTESTED OCT ® 11996 SOCIAL SERVICE (CONTRACTS UNIT) PHIL BATCHELOR,CLERK OF THE BOARD OF County.ADMINISTRATOR SUPERVISORS AND COUNTY ADMINISTRATOR AUDITOR-CONTROLLER CONTRACTOR BY DEPUTY M382 (10/88) BACKGROUND: H.R. 3734, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, was passed by Congress and signed by President Clinton August 22, 1996. As part of the change under this law, the SSI eligibility definition of disabled children has been dramatically altered. All current cases will require refiling for eligibility under the new standards or be terminated. There are currently 156 foster care children receiving SSI benefits. If we do nothing all these children will lose SSI benefits by the end of calendar year 1997 or sooner. The contractor will, on the basis of their past experience filing for SSI eligibility for this county, and others, review all currently eligible cases. Due to the urgency of both time constraints and the magnitude of the potential county cost, the Social Service Department requests the authorization to negotiate a single source agreement. The desire is to acquire the experienced services of this organization as advisors monitoring emerging regulations, policies and procedures within Social Security and to prepare pertinent documentation in cases prior to denial.
