LEGISLATION: AMEND THE BOARD'S 1996 LEGISLATIVE PROGRAM
RELATING TO MARINE PATROL FUNDING
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AMEND the Board's 1996 Legislative Program as noted below in order to
acknowledge the fact that the Governor has included in his 1996-97 Budget a
substantial increase in funding for grants to counties for activities such as Marine
Patrol, thereby focussing needed advocacy in the area of maintaining this funding
in the Budget, rather than pursuing other legislative options at this time.
BACKGROUND:
On December 12, 1995, the Board of Supervisors adopted its 1996 Legislative
Program. This Program included the following regarding funding for the Sheriff's
Marine Patrol:
4. Agree to devise and SPONSOR legislation (if necessary) to
implement a mechanism to more adequately fund the
Sheriff's Marine Patrol Program. OPPOSE efforts to divert
funds through the budget process for purposes not directly
related to boating, thereby reducing the pool of funds which
should be available for boating programs, including the
Marine Patrol.

In his 1995-96 State Budget, the Governor included only $3.5 million for grants to
counties for Marine Patrol Programs. In the 1996-97 State Budget, the Governor has
included $7.6 million for this same purpose, a more than 100% increase. On
December 19, 1995, the Board of Supervisors approved submission of an
application to the State Department of Boating and Waterways in the amount of
$380,783 to assist in funding the Sheriffs Marine Patrol. The fact that the Governor
has more than doubled the amount of money in the Budget to fund grants such as
the one submitted by this County indicates the likelihood that the Governor intends
to fully fund applications such as the one from this County.
We wanted to bring this good news to the Board's attention and suggest that the
Board's 1996 Legislative Program be amended in regard to item # 4 to read as
follows:
4. Insure that the funding included in the Governor's 1996-97
State Budget for item 3680-101-0516(b) in the amount of $7.6
million remains in the State Budget and that this County's
application for funds is approved in the full amount for
which it was submitted.
