SUBJECT: SAN LUIS DRAIN AND GRASSLANDS BYPASS PROJECTS
Dear Mr. Smith:
Please be advised that the District's Board of Directors at their December 13, 1995,
meeting considered Chair Gayle Bishop's letter requesting District participation in actions to
stop the San Luis Drain and Grasslands Bypass Projects. Please be aware that the Board of
Directors on August 16, 1995, approved a resolution opposing the San Luis Drain, in general,
and at their December meeting further stated their opposition to the Grasslands Bypass Project
in particular. They have directed staff of the District to closely coordinate with staff
representatives of the County Water Committee and other knowledgeable persons to assure that
this project is defeated at the earliest opportunity:
At the meeting, the Board did not commit funds for further legal evaluation, but did
authorize staff participation and directed staff to follow the upcoming hearings regarding a
waste discharge permit for the Grasslands Bypass Project. Please know that we will do all in
our power to assist the Board of Supervisors in defeating this project.
Finally, the Board did indicate that they might consider, at a future time, financial
participation once the scope, breadth, and likely success of any legal activities related to
stopping this project has been determined. If you have any questions or need further
information with regard to this, we will be available at the Water Committee meetings or you
can contact me at 778-4040, extension 204.
