Subject: Redevelopment Agency of the City of San Pablo's Notification of Intent to Prepare the Legacy
Redevelopment Plan
Ladies and Gentlemen:
As set forth in the provisions of the Community Redevelopment Law(being Part 1 of Division 24
of the Health and Safety Code of the State of California, commencing with Section 33000, and hereinafter
referred to as the"Community Redevelopment Law"), the Redevelopment Agency of the City of San Pablo
(the "Agency") is delivering to you the following documents for the Legacy Redevelopment Plan (the
"Legacy Plan"):
1. A description of the boundaries of the project area;
2. A map indicating the boundaries of the project area; and
3. A statement that a plan for the redevelopment of the project area is being prepared.
The City Council of the City of San Pablo (the"City") activated the Agency pursuant to Ordinance
No. 586 of the City and the Community Redevelopment Law. Between 1970 and 1986, the City approved
five (5) redevelopment projects: the South Entrance Project, the El Portal Community Redevelopment
Project, the Oak Park Project, the Sheffield Project, and the Bayview Community Redevelopment Project
to redevelop certain areas of the City. In 1987, the City pursuant to Ordinance No. 87-008 adopted a
redevelopment plan (the "Alvarado Merged Plan") to merge together the South Entrance Project, the El
Portal Community Redevelopment Project, the Oak Park Project, and the Bayview Community
Redevelopment Project. The City named the merged project areas the "Alvarado Merged Area."
Presently, the City intends to adopt the Tenth Township Plan which amends the Alvarado Merged
Plan by combining the Sheffield Project Area with the Alvarad:Merged Project Area. The Tenth Township
Plan will enable the Agency to undertake a single, comprehensive approach to redevelop the City's original
five (5) redevelopment project areas, as well as to guide all future redevelopment activities within the
combined project area until the expiration.of the Tenth Township Plan.

Although the Agency and the City proposed to undertake redevelopment activities pursuant to the
Tenth Township Plan,the Agency and the City believe that the time frame of the Tenth Township Plan will
not be sufficient to allow the City and the Agency to alleviate the City's severe conditions of blight and that
the current conditions of blight will continue to persist long after the stated expiration date of the Tenth
Township Plan.
Under California law, the Agency is justified to use extraordinary public powers to eliminate
conditions of physical and economic blight. Subject to the requirements of the Community Redevelopment
Law, the Agency may undertake new redevelopment projects, as well as continue its current redevelopment
process, beyond the expiration date of the Tenth Township Plan. The Agency and the City therefore desire
to adopt the Legacy Plan and create a new redevelopment project area overlapping the Tenth Township Plan
to allow for the financing and implementation of new redevelopment activity projects and the continuation
of the City's current redevelopment process.
Under the Legacy Plan, the Legacy Plan will remain inactive until the termination of the Tenth
Township Plan, in the areas of the City already subject to redevelopment activities. Upon the lapse of the
Tenth Township Plan, the Legacy Plan will commence generating tax increment funds pursuant to Health
and Safety Code Section 33670 based on the base year for the Legacy Plan. A copy of the Preliminary Plan
of the Legacy Redevelopment Project is enclosed for your review.
As set forth under the Community Redevelopment Law,we request the County officials charged with
the responsibility of allocating taxes under Section 33670 and 33670.5 to prepare a report with respect to
the Legacy Redevelopment Project Area identifying (i) the total assessed valuation of taxable property
within the Legacy Redevelopment Project area,(ii)the affected taxing agencies, (iii)the tax revenues to such
taxing agencies from the base year assessment roll, (iv) the estimated first year taxes available to the
Agency, (v)the assessed valuation of the Legacy Redevelopment Project Area for the preceding year, and
(vi) such additional information as set forth under Section 33328 of the Health and Safety Code of the State
of California.

STATEMENT OF PREPARATION OF A REDEVELOPMENT PLAN
FOR THE LEGACY REDEVELOPMENT PLAN
To: Auditor,Assessor,Tax Collector of Contra Costa County,to all other affected taxing entities,
and to the State Board of Equalization.
Pursuant to Section 33327 of the California Health and Safety Code,you are hereby notified that the
Redevelopment Agency of the City of San Pablo is in the process of completing a Redevelopment
Plan for the Legacy Redevelopment Project. It is the intention of the Agency to complete said Plan
to have it adopted pursuant to the California Community Redevelopment Law.
It is the intention of the Agency to use the 1995-1996 roll as the Base Year Assessment Roll for the
allocation of taxes pursuant to Section 33670 of the Health and Safety Code.

LEGACY REDEVELOPMENT PROJECT
I. INTRODUCTION
This is the Legacy Project Preliminary Redevelopment Plan (the "Preliminary Plan") for
the -adoption of a new redevelopment plan area in the City of San Pablo. The
Redevelopment Agency of San Pablo (the "'RASP") desires to initiate redevelopment plan
adoption proceedings pursuant to the California Community Redevelopment to: (1)
establish the Legacy Redevelopment Project (the "Legacy Project"), (2) enact new time
periods within which the RASP may incur debt, commence eminent domain proceedings,
and receive tax increment within the Legacy Project, (3) redefine the public projects list
embodied in the existing redevelopment plans of the City of San Pablo, and (4) provide
an implementation vehicle for the continued improvement of the community. When
adopted, the Legacy Plan for the Legacy Project (the "Legacy Plan") will be active for
those parts of the community not included within an active redevelopment project. As
the existing project areas cease to be active, the Legacy Plan will become effective.
The City Council of the City of San Pablo (the "City Council's activated the RASP on
July 7, 1969. Between 1970 and 1986, the City Council adopted 5 redevelopment
projects: South Entrance, El Portal, Oak Park, Sheffield, and Bayview. In 1987, the City
Council adopted the Alvarado Merged Plan, merging four of the preexisting project areas.
The Sheffield Project Area, adopted in 1976, is approximately 31 acres and was not

merged in 1987. The total acreage of the Alvarado Merged Area is 1,156 acres, and the
combined acreage of the Alvarado Merged and Sheffield Project Areas is 1,187, or
approximately 70% of the total area within the City of San Pablo (the "City").
Objectives of the Amendment
In September 1995, the City Council designated certain parts of the community as a
survey area for the purposes of identifying the feasibility of a redevelopment project and
the potential projects which could be undertaken within that area. After a thorough
review of the physically and economically blighted conditions with these areas, RASP
staff, consultants, and legal counsel have determined that the Added Area is in need of,
and would benefit from, a comprehensive redevelopment program. Simultaneously, the
RASP community development efforts within the Existing Area have been frustrated by
the limited redevelopment capabilities provided in the Existing Plan.
To most effectively improve the reposed Project Areas, the RASP is proceeding with a
dual track plan update and adoption process. The Tenth Township Plan and Project
update process is intended to extend the life of the existing redevelopment project areas
for the maximum allowed under State law for existing project areas. The Tenth
Township Plan does not add any new territory to the redevelopment program, but instead
simply extends the life and financial capabilities of the existing plans. The Legacy Plan,
being considered at the same time and with the same process as the Tenth Township Plan,
adds new territory to the San Pablo redevelopment/community improvement program

and also creates a new plan that will further extend the efforts of the Tenth Township
Plan, as that Plan expires.
This dual level Plan and Project adoption process is being considered because the State of
California adopted new redevelopment regulations that require all existing redevelopment
plans to effectively terminate within the upcoming two decades. While this new
approach in the State law may be good public policy in those communities that face
limited urban problems, in San Pablo the depth and scope of the urban problems facing
the community cannot readily be solved within the relatively short time frame allowed by
the new redevelopment laws. Adoption of the Legacy Plan provides a vehicle to continue
to improve the community for approximately three decades from today.
State law mandates that all redevelopment individual redevelopment projects areas cease
new activities approximately twenty years after original adoption or ten years after 1994,
whichever is later. In San Pablo, where many of the project areas were adopted prior to
1981, this prohibition serves to limit how long the RASP can undertake new projects for
community benefit. In addition, State law also limits all redevelopment agencies to
receipt of tax increments to no more than fifty years following the date of original
adoption. This fifty year time limit, which in San Pablo will begin to come into plan in
2020, is an extremely serious limit given the common use of thirty year bonds. For all
intents, it is impossible to utilize debt instruments with full thirty year terms for the
existing redevelopment projects in San Pablo.

The Tenth Township Redevelopment Project merger and adoption will extend the period
of time during which the Agency may incur new debt until 2014. However, the time
frame for receipt of tax increments, which, as noted above, is in the early 2020s for some
of the project areas, effectively limits the RASP to undertaking new projects for just a
few more years, given the need to undertake financings with a twenty plus year time
frame.
The redevelopment law that creates these limits, AB 1290, was adopted in 1993 and
became effective in 1994. This same law also created a new process for adopting new
redevelopment project areas. It is under that process that the RASP is considering the
adoption of the Legacy Redevelopment Plan. The Legacy Redevelopment Plan has two
basic components:
1. The addition of a limited amount of land which is currently not within a
redevelopment project area in San Pablo, and .
2. The addition of all of the land currently within each of the existing redevelopment
project areas in San Pablo.
The addition of the new areas to the redevelopment projects in the community is quite
straightforward. These new or "Added Areas" will generate tax increment funds and

benefit from inclusion within the project area immediately following adoption of the
Legacy Plan. The inclusion of the lands currently within the existing project areas is
being undertaken to essentially extend the life of the existing project areas beyond the
finite term mandated by AB 1290. The tax increment generation capabilities of the
Legacy Plan and Project will remain dormant, in those areas already subject to
redevelopment, until s�ac'h time as those older project areas expire. At that time, the new
Legacy Plan and Project will then commence generating tax increment funds and extend
the project life until fifty years from original adoption, in 1996.
This Preliminary Plan has been prepared in accordance with Section 33324 of the
California Community Redevelopment Law, Heath and Safety Code Section 33000 et.
proposed(the "Law's, which states that a preliminary plan should:
(a) describe the boundaries of the project area;
(b) contain a general statement of land uses, layout of principal streets, population
densities, and building intensities and standards;
(c) show how the purpose of the Law would be attained by such implementation of
the redevelopment plan;
(d) show how the proposed redevelopment plan conforms to the general plan; and
(e) describe, generally, the impact of a redevelopment project upon residents of the
project area and surrounding neighborhoods.

II. PROJECT AREA LOCATION AND DESCRIPTION
The Project Area is located in the City of San Pablo, Contra Costa County, California.
Situated at the northwest side of Contra Costa County, the City of San Pablo is adjacent
to the City of Richmond and the unincorporated area of El' Sobrante. The City is
approximately 2.6 square miles in size.
The Legacy Area is generally bounded by Interstate 80 to the east and the city limits to
the north, west, and south. The total acreage of the Legacy Area is approximately 1,500
acres, and constitutes approximately 95% of the total area of the City. The primary land
uses within the Legacy Area are residential and commercial.

The Project Area is served by a system of one- and two-way streets, in
addition to Interstate 80, which connect the Project Area to the greater
metropolitan region. The principal streets within the Project Area include:
San Pablo Avenue, Rumrill Boulevard, El Portal Avenue and 23rd Street.
The layout of principal streets and those that may be developed in the
future shall conform to the Circulation Element of the General Plan as
currently adopted or as hereafter amended. Existing streets within the
Project Area may be closed, widened or otherwise modified, and
additional streets may be created as necessary for proper pedestrian and/or
vehicular circulation provided they are consistent with the General Plan.

Permitted densities within the Project Area shall conform to the General
Plan as currently adopted or as hereafter amended, and applicable
ordinances and local codes.

D. GENERAL STATEMENT OF PROPOSED BUILDING INTENSITIES
Building intensities shall be controlled by limits on: (1) the percentage of
the building site covered by the building (land coverage); (2) the ratio of
the total floor area for all stories of the building to the area of the building
site (floor area ratio); (3) the size and location of the buildable area on the
building site; and (4) the heights of the building. The limits on building
intensity shall be established in accordance with the provisions of the
General Plan, Zoning Ordinance, and local codes and ordinances, as they
now exist or are hereafter amended. The land coverages, sizes and
location of the buildable areas will be limited, as is feasible and
appropriate, to provide adequate open space and parking.
E. GENERAL STATEMENT OF PROPOSED BUILDING STANDARDS
Building standards shall conform to the adopted General Plan and the
building requirements of all applicable state and local codes and
ordinances. The RASP may consider more restrictive requirements and

may incorporate such requirements into the Proposed Plan in the interest
of the public health, safety, and welfare. However, more restrictive
requirements are not contemplated at this time.

IV. ATTAINMENT OF THE PURPOSES OF THE REDEVELOPMENT LAW
The purposes of the Law are to protect and promote the sound development and
redevelopment of economically, socially and physically deficient areas, and to protect the
general welfare of the inhabitants of the communities in which they dwell. Also, the
Legacy Plan will allow the RASP to more comprehensively attain these purposes within
the entire Project Area by expanding the RASP's financial and statutory authority to
alleviate conditions of blight, revitalize commercial areas, protect residential uses and
neighborhoods, construct additional public improvement and facilities, and develop
affordable housing.
THE AREAS NEW TO THE SAN PABLO REDEVELOPMENT PROCESS
The Legacy Project proposes to add seven small parts of San Pablo to the redevelopment
jurisdiction of the City. These following will briefly discuss each of these areas.
1. Southwest Rumrill Rail Right of Way. This small parcel was recently annexed
into the City of San Pablo. It is former rail right of way. The site is currently
undeveloped.
2. Rumrill Neighborhood. This primarily residential neighborhood was developed
following World War II and in the nineteen fifties. When the original San Pablo
redevelopment areas were formed, this area represented one of the economically

stronger neighborhoods in the community. Over time, the level of owner
occupancy has markedly decreased in this neighborhood, and the area is showing
increasing signs of serious deterioration.
3. San Pablo Housing Authority Properties. This small area is predominantly
affordable housing owned and operated by the San Pablo Housing Authority.
4. El Portal School. This site is predominantly vacant site has potential for
redevelopment and improvements. It is proposed for inclusion so that the Agency
may assist the School District in selecting the best use of the property.
5. Church and El Portal Commercial. This intersection of commercial properties
was recently annexed into the City. The area includes several small commercial
properties.
6. Humboldt Venture Neighborhood. This predominantly residential area is
showing signs of deterioration and, as with much of the housing stock in the
community,reflects a relatively low percentage of owner occupied housing.
7. South Glen Neighborhood. This is also a predominantly residential area located
to the south of the South Entrance redevelopment project. As with the Humboldt

Ventura and Rumrill neighborhoods, the housing stock is showing some signs of
physical decline.
With the inclusion of these seven areas, practically all of the privately held land located
on the western side of the City is proposed for inclusion within redevelopment. Those
properties located on the Eastern side of the Interstate 80 freeway that are not currently
within a redevelopment area are not proposed for inclusion within said area.

V. CONFORMANCE TO THE GENERAL PLAN OF THE CITY
This Preliminary Plan conforms to the City's General Plan, and proposes a consistent
pattern of land uses and includes all highways and public facilities as indicated by the
General Plan, as it now exists or is hereafter amended.

VI. GENERAL IMPACT OF THE PROPOSED PROJECT UPON THE
RESIDENTS OF THE PROJECT AREA AND SURROUNDING
NEIGHBORHOODS
The impact of the Project will generally be in the areas of improved public infrastructure,
facilities and services, improved living environment, increased and improved supply of
affordable housing, and enhanced employment and economic activity. Redevelopment
activities within the Project Area will provide for the improvement, development,
replanning, redesign, reconstruction and rehabilitation of the area and the provision of
commercial, industrial, residential, public and other structures and open spaces in the
interest of the general welfare of the community. It is also anticipated that redevelopment
activities orchestrated by the RASP will provide additional employment opportunities
and enhance the environmental quality of the community. Thus, the benefits of the
Project affect the immediate and long-range economic viability of the entire City.
The Plan will be implemented as sufficient financial resources are available.
Redevelopment projects are intended to be phased over a period of time, with only a
limited amount of direct activity at any one time.
Redevelopment projects will be subject to future review and approval by the City
Council, RASP, Planning Commission and other appropriate bodies after input has been
solicited from affected residents,property owners and other interested parties.
