SUBJECT: Approve County Participation in SWAT Budget for 1995-96
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Auditor-Controller to pay $1, 500 of the County' s
Measure C - 1988 funds to the Southwest Area Transportation
Committee (SWAT) as the County' s share of the SWAT staff position
for the period July 1, 1995 through June 30, 1996 .
FISCAL IMPACT
This expenditure would be funded from the County' s Measure C (1988)
allocation and has been included in the FY 1995-96 County budget .
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 1993 , the Southwest Area Transportation Committee (SWAT)
established an administrative staff position to provide for
preparation of agendas, minutes, and correspondence related to
Committee business. The City of Lafayette provided this service to
SWAT for two years . During 1995, the Town of Moraga agreed to
assume the SWAT staffing responsibility. On April 3 , 1995, SWAT
approved Resolution 95-4 (Exhibit A) , which set the SWAT budget at
$9, 000 for 1995-96 and allocated these costs equally among member
jurisdictions at $1, 500 each. The County has b4invoied for its
share .

RESOLUTION 95-4
A RESOLUTION OF THE SOUTHWEST AREA TRANSPORTATION COMMITTEE
AUTHORIZING APPROVAL OF THE TOWN OF MORAGA'S PROPOSAL FOR
PROVISION OF ADMINISTRATIVE AND CLERICAL SERVICES
WHEREAS, the Southwest Area Transportation Committee
(SWAT) is a designated regional transportation planning
committee of the Contra Costa Transportation Authority which
includes the Town of Danville, City of Lafayette, Town of
Moraga, City of Orinda, City of San Ramon, and Contra Costa
County; and
WHEREAS, the SWAT Committee has recognized the need
for administrative and clerical services to support its
ongoing activities; and
WHEREAS, the Town of Moraga has been providing
staffing services since October of 1994 and has submitted a
proposal to continue providing such services at a reduced
rate of $9,000 for 1995-96 and $9,450 for 1996-97; and
WHEREAS, the SWAT Committee has reviewed the Town of
Moraga's proposal for provision of continued administrative
and clerical services; and agrees to appropriate a total of
$9,000 for 'the 1995-96 provision of said services and $9,450
for 1996-97, to be divided equally among the six member
jurisdictions of the SWAT Committee ($1,500 and $1,575,
respectively per jurisdiction) ;
NOW, THEREFORE BE IT RESOLVED, that the members of
the SWAT Committee do hereby accept the Town of Moraga's
proposal for provision of administrative and clerical
services; and agree to a commitment of $9,000 for the 1995-96
year and $9,450 for the 1996-97 provision of said services,
to be divided equally among the six member jurisdictions of
the SWAT Committee ($1,500 and $1,575 respectively per
jurisdiction) .
NOW, THEREFORE BE IT FURTHER RESOLVED that this
agreement will take effect on July 1, 1995 and will expire on
June 30, 1997 .

April 3 1995, by the following votes:
