SUBJECT: Pipeline Franchise to Shell Pipe Line Company
The Board of Supervisors of Contra Costa County Resolves that:
This Board on December 19, 1995, adopted Resolution No. 95/629, declaring its
intention to grant a franchise pursuant to Ordinance No.1827 (as amended by
Ordinance No. 79/50 and Ordinance No. 92.64) in the manner provided by law and
more particularly referred to in the "Notice of Sale of Franchise" attached to and
made part of Resolution No. 95/629. The Board fixed January 16, 1996, as the
date for public hearing regarding this franchise grant.
On January 16, 1996, the public hearing regarding this matter was held. No
protests were filed. '
IT IS BY THE BOARD ORDERED that a franchise to operate pipelines on certain
County rights of way as described below pursuant to Ordinance No. 1827 (as
amended by Ordinance No. 79/50 and Ordinance No. 92/64) is hereby granted to i
Shell Pipe Line Corporation.
A 5-inch steel hydrogen pipeline in Port Chicago Highway from a point 50-feet
southerly of the south line of Flumaveg Road to the south line of Bates Road, and
in Bates Road from Port Chicago Highway to westerly terminus. A 4-inch steel
hydrogen pipeline in Rodriguez Street from the east line of Arthur Avenue to
westerly terminus (lineal distance approximately 26,046 feet.)

The Board of Supervisors of Contra Costa County Resolves that:
1. A written application has been made by Shell Pipe Line Corporation to the Board of
Supervisors for a franchise to operate two [2] steel hydrogen pipelines: one [1] 5-inch and one
[1]4-inch. It is proposed to grant such franchise in the manner provided by law, substantially
in the form and upon the terms and conditions set forth in the attached "Notice of Sale of
Franchise" and Ordinance No. 1827 (as amended by Ordinance No. 79/50 and Ordinance No.
92/64), and it is in the public interest to give this notice.
2. The Board of Supervisors hereby fixes January 16, 1996, at 9:45 a.m, as hearing date and
time and the Clerk of the Board is hereby authorized and directed to advertise by publishing
the attached"Notice of Sale of Franchise" in the Contra Costa Times, a newspaper of general
circulation, printed and published in this County, at least once within fifteen [15] days after the
passage of this Resolution.

annually from the date of the granting of the franchise. In the event payments are not
made, the franchise shall be forfeited.
III. A public hearing has been set for January 16, 1996, at`9;_45 ?a.m. All persons having
any objection to the granting of this franchise may appear before the Board of
Supervisors and be heard. At any time not later than the hour set for the hearing of
objections, any person interested may make a written protest stating objections against
the granting of the franchise. Any protests shall be signed by the protestant and
delivered to the Clerk of the Board of Supervisors. i
If no protest in writing is delivered to the clerk up to the hour set for hearing, or such
