HomeMy WebLinkAboutMINUTES - 01161996 - D5 D.5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on January 16, 1996, by the following vote: AYES: Supervisors Rogers, Bishop, DeSaulnier, and Smith NOES: None ABSENT: Supervisor Torlakson ABSTAIN: None SUBJECT: East Bay Municipal Utility District On this date, the Board of Supervisors considered correspondence from John Gioia, President of the Board of Directors, East Bay Municipal Utility District. Mr. Gioia's letter urged the formation of a committee with representation from Contra Costa County, Alameda County, and the East Bay Municipal Utility District (EBMUD) to address various areas of concern regarding water issues. The Board of Supervisors discussed the proposed committee and AGREED a joint committee should be established; and SUGGESTED the Director of Growth Management and Economic Development Agency correspond with the East Bay Municipal Utility District regarding a joint meeting. Contra Costa County Board of Supervisors County Administration Building 651 Pine Street,Room 106 ' Martinez,CA 94553 Dear Board of Supervisors: SUBJECT: Rate Concerns I want to thank the Board for your recent decision to not place an advisory measure to separate Central County and San Ramon Valley residents from the East Bay Municipal Utility District(EBMUD)on the March 1996 ballot. We agree that a more productive way to approach the concerns expressed over water rates is to set up a forum of appropriate representatives to review the issues in more detail. We would suggest a committee be formed with representatives from Contra Costa County,Alameda County and EBMUD. Some of the areas to be covered by this committee should include: • examination of current rate structure and its relationship to cost of service for West of the hills versus East of the hills; • rationale behind tiered rate structure and comparison of rates to other water agencies; • review of the Water Supply Action Plan for obtaining 150,000 acre feet of additional water and the need for support from the entire District to successfully deliver this program; • review of EBMUD water rights; • a thorough understanding of the increased costs and operating difficulties associated with splitting the District. We look forward to working with you on the formation of the committee and providing staff support to the.committee as it reviews the area identified above as well as any other concerns the committee may have.
