FISCAL IMPACT No negative impact to the County General Fund. The imposition of a Regulatory Service Surcharge will generate revenue for the County. BACKGROUND/REASONS FOR RECOMMENDATIONS Under the terms of the Waste Collection Franchise Agreement entered into between the County and Richmond Sanitary Service (RSS) in 1993, RSS is allowed to request a rate increase annually based upon indexing (i.e. a CPI adjustment). The rate increase request is consistent with the methodology of the Barakat & Chamberlin Rate Review Procedural Guide (used by the County and City of Richmond). Generally rates are reviewed and changed as necessary at the beginning of each calendar year. This year there are several changes occurring which will affect the rates paid by West County residents. The changes are summarized here and explained further below. The CPI adjustment results in a 1 .23% or $0.17 increase per 32-gallon can/per month. Another factor affecting the rate is the additional costs related to the opening of the West County Integrated Resource Recovery Facility (IRRF) -- these costs are established by the West Contra Costa Integrated Waste Management Authority (WCCIWMA) -- which will result in a $ 3.05 (tentative amount see explanation below) per can net increase. Some changes to service provided to residents in the RSS Service Area (Unincorporated West County) will result in a $ 0.66 per can decrease (for average single can/weekly customer). The addition of a Regulatory Service Surcharge of 5% which would be paid to the County for the administration of the RSS/County Franchise-Agreement will result in a $ 0.75 per can increase. The end result/sum of these changes in the rate will result in an overall increase of $3.31 per 32-gallon can/per month. CPI Adjustment. The CPI adjustment results in a 1 .23% or $0.17 increase. The 1993 Waste Collection Franchise Agreement between the County and RSS allow for an annual adjustment of the rate according the change in the Consumer Price Index (CPI►. IRRF/WCCIWMA Costs. The most significant change in West County which will result in an increase is the additional costs related to the opening of the West County Integrated Resource Recovery Facility (IRRF). The IRRF/WCCIWMA costs are established by the WCCIWMA which equal a $ 3.05 per can net increase. Upon the opening of the West County IRRF (currently anticipated on 1/1/96) a shifting of costs will occur in addition to the introduction of some new costs. Currently two components of the collection rate in West County are the costs of disposal and the Interim Recycling Center. These costs will be shifted out of the collection rate and will become components of the IRRF rate, also the Closure Surcharge of $2.02 is no longer required to be collected (as determined by the WCCIWMA). All together this will result in a $ 4.28 per can reduction per month. However, at the same time all the IRRF and WCCIWMA costs will be added in which will affect the collection rate, the result is a $ 7.33 per can increase. The result of the above stated decrease and increase will be a $ 3.05 per can net increase per month. It is very important to note that the IRRF/WCCIWMA related costs included herein are tentative, final approval of these costs by the Board of Directors of the WCCIWMA is not expected to occur until December 14, 1995. Changes to service. Some changes to service provided to residents in the RSS Service Area (Unincorporated West County) will result in a $ 0.66 per can decrease per month (for average single can/weekly customer). The two changes which are proposed are a change to the semi-annual clean up events and a change in the cost for the second can per household. First, residents are currently provided with two scheduled clean-up events (spring and fall pick-up of waste, limited to approximately 12 garbage bags or equivalent, no large bulky items). This is not necessarily the most convenient for customers because the individuals have no influence on the date or time of pick-up. The scheduled clean-up happens whether the resident is prepared or not. If waste is not placed on the curb that day then the customer has lost the opportunity until the next event, six months later. The proposed change would be to provide the residents with two on-call clean- ups instead, this would provide the customer with the opportunity to have the same Rate increase: Richmond Sanitary Service December 19, 1995 Continued - Page Three BACKGROUND/REASONS FOR RECOMMENDATIONS (continued) level of service as before, but allow them to ask for the service when needed. This would assure that the customers could make use of the service on an as needed basis and not be subject to the schedule of the waste hauler. There will be a cost savings of $ 0.16 per can for this change in service. Second, the price of a second can has historically been provided at a discounted rate. However staff proposes that the cost of the second can be the same price as the first can. This would discourage disposal and encourage recycling. The same measure is being implemented by the Central Contra Costa Solid Waste Authority for the new franchise for Central County. The County's Source Reduction and Recycling Element selected "variable can rates" as a high priority program to be implemented early in the process of reducing the amount of solid waste deposited in landfills. With variable can rates the customer pays for disposal based on the volume disposed. Some West County-cities are also exploring the option of raising the second can rate to be equal to the the single can rate. By raising the second can rate to equal the first it would result in an approximate $ 0.50 reduction per can/per month for the single can customers and a $ 3.00 increase to the cost of a second can. Regulatory Service Surcharge. The addition of a Regulatory Service Surcharge of 5% (as previously considered) which would be paid to the County for the administration of the RSS/County Franchise Agreement will result in a $ 0.75 per can increase. Currently there is no surcharge or fee in place to offset costs associated with the administration of the RSS/County Franchise Agreement. However, the County has the right to impose a surcharge under the Franchise Agreement and there is a need to do so to offset costs. On August 8, 1995 the Board approved the Solid Waste Management Budget (prepared by County GMEDA & Community Development Department) which called for the placement of a surcharge/fee on the County solid waste franchise agreements. The West County cities currently collect franchise fees under their Franchise Agreements with Richmond Sanitary Service (RSS). The franchise fees range from just under 2% to 5%. As we discussed, they are more complicated than they first appear. As a follow up to our conversation on West County related service issues, I have put together the following outline for further discussion with the ad-hoc committee to get direction. Franchise Fee The County may desire to set a franchise fee to recover their costs of administering and monitoring their solid waste related obligations. The impact of a franchise fee is approximately $ .15 per month per .can for each percent imposed. As example, a 5% franchise fee would amount to $.75 per can per month. Currently, the franchise fees in West County range from just under 2% to 5t. Bulky Items & Community wide cl anuQs Included in the rates for Unincorporated West County is a subsidy for on-call curbside bulky collection from customers west of the freeway. This group was selected by past County staff as benefiting most (and being most needy) of a subsidized program to dispose of larger items not otherwise disposable through traditional service. This program has significantly reduced the number of large bulky items that have been abandoned in the North Richmond area and continues to be well received. Also included in the current rate are two community wide cleanups that occur in the spring and fall of each year. Because of the size of these events they are scheduled for successive weekends throughout the various communities, which necessitates MAILING ADDRESS: P.O. 'This program cost approximately $0.72 per month per customer (or $0.36 for each cleanup per month) . Two alternatives exist for their replacement; landfill coupons and on-call cleanup. Landfill coupon Program This program calls for each single family residential customer to receive a Landfill Coupon good for up to $25 in disposal credit at the West Contra Costa Sanitary Landfill, and will address three concerns not otherwise dealt with. First, it provides the lowest cost alternative for customers to dispose of unusual accumulations of debris and bulky items that cannot be accepted during scheduled clean-ups and might otherwise find their way onto public lands or vacant lots to avoid the cost of proper disposal. Secondly, it provides an opportunity for disposal of material as it accumulates during the coupon period, rather than forcing customers to prepare for a fixed cleanup date or store debris for months in anticipation of the next clean-up, which sometimes causes customer inconvenience, creates community blight and poses safety hazards. And thirdly, it allows .customers to disanose of large bulky items (appliances, furniture) that cannot be accommodated with normal curbside collection. The cost for this program is approximately $0.22 per month per coupon, and ,the cost for a second coupon per year would be approximately $0..18 per month, allowing for economies of scale and reduced disposal usage. Residential •On-call cleanup This program provides a curbside,, on-call pickup service for extra material generated by customers during the year. This program would have the same limitation currently in place for the semi-annual cleanup program (volume and allowable items) . Customers would call the office to arrange for additional material to-be taken, for no additional charge, on their regular collection -day. Owing to economies of scale of that are achievable through same day collection with normal municipal solid waste, clean-up items can be more efficiently collected at a savings to customers. The cost to implement this type of program would be approximately $0.28 per month per clean-up. [Point of information: since current costs are based upon West County Landfill current disposal charges, alternative programs HQV- 16-95 THU "13 : 16 P. 04 Deidra Dingman RICHMOND SANITARY SERVICE, November 16, 1995 Page 3 are priced using the same disposal charges. Implementation of the West County IRRF will double disposal charges, affecting program costs, but the savings will still be relevant because they are predominantly labor based savings, not disposal based savings. Ie: a $0.14 savings from changing one community wide cleanup to a landfill coupon will remain the same because the savings is predominantly labor savings.] Currently the West County rate structure provides for "rewards" for limited garbage production with the Mini-can rate, and allows customers to-reduce their volume of trash with the use of curbside recycling. Another technique to economically encourage reduction is-,.'to have level can pricing. In Unincorporated West CCC there are 8,550 customers with 10, 050 cans. This means that there are 1,500 additional cans. above the one can minimum level of service. These customers pay less for the additional can than they do for the first can because historically some of the economies of serving a second can have been passed through to the customer, with the balance of the savings shared by the first can customers. While the rate ratio between first can and additional cans has been very high, (rates were close) and were among the industry leaders in the desire to have "volume based rates" , some communities have adopted flat rate charges where every can (first and additional) have the same rate. Given the ratio between first and additional cans (approximately 1:6) the County could achieve a softening of the pending increase to the first':,can rate by making additional cans the same rate. This would occur at the rate of 1� offset for the first can for every 64� increase to the additional cans. Using today's rates, the first can rate ($17.75) could be reduced by approximately $0.50 to $17::25 by increasing additional cans by approximately $3.00 (currently $14.38) . The next level of discussion centers around a comprehensive change in service delivery. Currently service in all of West County has -been at a side yard/backyard level. Given the level of technology, and the more mature nature of developments in West County, fully automated curbside collection has not been a practical option historically. Newer equipment designs and a general reluctant willingness for customers to consider mandatory curbside collection spell out an opportunity to consider curbside collection as :an important option to reduce costa. We are in the .final stages of preparing an analysis for some of, the newer developments in West County which are more prone to .,r,4 NOV-16--95 THU 13 : 19 P . 05 Deidra Dingman RICHMOND SANITARY SERVICE November 16, 1995 Page 4 benefit from automated collection and believe that County staff should monitor their implementation closely and learn from these test programs. We will keep County staff: fully aware of our progress in these programs and are willing to discuss test programs within the County area if appropriate and desired. We believe these programs will go a long way in dealing with the waste management concerns which have been articulated to us in the past.
