MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: January 16, 1996 SUBJECT: Support request to change the functional classification of Armstrong, Holey and Byron Hot Springs Roads. SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. Recommended Action: SUPPORT the Public Works Department's request to Caltrans to change the Federal Functional Classification of Armstrong, Holey, and Byron Hot Springs Roads to major collector. II. Financial Impact: None III. Reasons for Recommendations and Background: The Federal Functional Classification of Armstrong Road, Holey Road and Byron Hot Springs Road in the Byron area is currently minor collector. These roads provide access to the new Contra Costa County Byron Airport and the Public Works Department has made a request to Caltrans to upgrade their classification to major collector. The classification change is consistent with County planning and will allow the County to compete for Federal funding to improve these roads. The new Byron Airport supplements Buchanan Field Airport in Concord which is one of the busiest general aviation airport in California. The Airport cost $20,000,000 to construct and was primarily funded with Federal Aviation Administration and Caltrans Program of Aeronautics grants. The Byron Airport is classified as a reliever airport, and it is projected that there will be over 200 based aircraft by the end of 1997 and 50,000 operations per year by 1998. Armstrong, Holey and Byron Hot Springs Roads provide access to this intermodal fac' 1t .
