SUBJECT: Approve Plans and Specifications and Advertise for bids for the Camino Tassajara Bridge
and Finley Road Curve Mitigation Planting and Monitoring Project.

Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Tuesday,,February 20, 1996, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to,Contractors in accordance with Section
20392 of the Public Contract Code, at least 21 days prior to bid opening.
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $75,000 funded by Federal HBRR Funds (43%) and
Tassajara Area of Benefits Fund (47%)
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to mitigate the loss of vegetation as a result of the Camino Tassajara
Realignment at Finley Road projects as directed by the Army Corps of Engineers and California
Department of Fish and Game.
The Public Works Director has filed with the Board of-Supervisors the Plans and Specifications
for the project.

The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the Camino Tassajara Bridge Replacement project on
October 22, 1991, found, on the basis of the initial study and all comments received, that there
is no substantial evidence that the project will have a significant effect on the environment and
adopted the Negative Declaration in compliance with the California Environmental Quality Act.
A Notice of Determination was.filed with the County Clerk on October 22, 1991.
The Board reviewed and approved the Camino Tassajara Realignment at Finley Road and
Addendum to the Final Environmental Impact Report on December 20, 1994 and found that the
Addendum to the Final EIR did not alter the adequacy or completeness of the Final Environmental
Report for the project, and was,in compliance with the California Environmental Quality Act and
consistent with County policies.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, the requirement to revegetate as directed by the
Army Corps of Engineers and Department of Fish and Game will not be fulfilled.

SUBJECT: Safety Concerns Relative to the Camino Tassajara
and Finley Road Intersection, Danville area.
In considering the recommendation of the Public Works
Director relative to the Camino Tassajara Bridge and Finley Road
Curve Mitigation Planting and Monitoring Project, Supervisor
Bishop referred to the increased level of traffic on Camino
Tassajara by motorists using that road as a main thoroughfare to
Pleasanton and Livermore. She also referred to the proximity of
the power poles to the roadway and of recent fatal accidents on
that road. Supervisor Bishop spoke on the need to improve the
safety of that stretch of road by upgrading the condition of the
road shoulders in that area worsened by the recent rains and the
curve mitigation improvements.
M. Walford, Public Works Director, offered to see if there
are any federal or state grants available that might be appro-
priate or applicable for this type of project.
At the conclusion of the discussion on this matter, IT IS
BY THE BOARD ORDERED that the request for the inclusion of the
Finley Road/Camino Tassajara area into a safety program is
REFERRED to the Transportation Committee.
