RECOMMENDATIONS: APPOINT Patricia Pinkston,Homeless Program Development Director, to represent Contra Costa County on the Allocations Committee of the Bay Area Regional Innovative Homelessness Initiative (Regional Initiaiive), as recommended by the Health Services Director. IL FISCAL IMPACT No General Funds are involved. III. BACKGROUND/REASONS FOR RECOMMENDATIONS The 1993 HUD Demonstration Act gave HUD substantial resources to promote innovative, cooperative, cutting edge strategies for ending homelessness. HUD has recently awarded $7 million under the Demonstration Act to the nine-county Sari Francisco Bay Area as a grant to launch the Bay Area Regional Innovative Homelessness Initiative (Regional Initiative). This grant is the first such regional award (all others have gone to cities), and is a testament to the advanced level of cooperation among HUD, Bay Area counties, cities, businesses, nonprofits, and foundations and the hard work they have done in forging a regional strategy for ending Bay Area homelessness. The Regional Initiative Collaborative Plan arose out of a year of intensive consultations among all Bay Area constituencies, and melds the thinking of the best minds on how to attack the regional aspects of homelessness. This collective wisdom calls for the funding of five to ten landmark projects,each of which must involve extensive collaboration between local government, nonprofits, business, foundations, and homeless people across jurisdictional lines. These grants will go beyond the mere provision of stop gap services, but will make systems changes to permanently alter the regional landscape that has allowed homelessness to flourish. Contact Person: Wendel Brunner, M.D. (313-6712) CC: Health Services Administration ATTESTED January 16, 1996 Health Services (Contracts) PHIL BATCHELOR, CLERK OF THE BOARD OF SUP RVISORS AND COLIN AD INISTRATO BY DEPUTY challenging minimal performance standards: Improving delivery of support services Increasing incomes of people eligible for public benefits Creating accessible, affordable transportation Sob training, development,creation, and placement Building community acceptance of new homelessness facilities Creating a trust fund for services for permanent housing Creating an affordable housing trust fund To realize these changes, the Collaborative Plan envisions creation of a 27-member Allocations Committee that will receive competitive applications for Regional Initiative money and fund only the most innovative,pathbreaking proposals according to Collaborative Plan criteria. The Allocations Committee will embody a truly regional perspective with representatives from throughout the region, including counties, major cities, foundations, business,labor,federal departments, and homeless people. The grantmaking process will be administered for the Allocations Committee by Northern California Community Services Council, Inc., which has extensive experience administering United Way competitive grantmaking. HomeBase, a regional public policy law firm on homelessness, will also provide administrative support and technical assistance at all stages of the grantmaking process, from initial decisions to project monitoring.
