Supervisor DeSaulnier recommends to accept the resignation submitted by Violet
Smith, 1103 Temple Drive, Pacheco, 94553, from the Mental Health Commission
as the District IV representative and, requests the Clerk of the Board to apply the
Board's policy to fill the vacancy.

MEMORANDUM
TO: Mark DeSaulnier, Contra Costa County Supervisor, District 4

SUBJECT: Resignation from the Commission
It is with deeply ambivalent feelings that I tender my resignation from the
Contra Costa County Mental Health Commission, effective December 31, 1995. A
am taking this step at this time because I plan to undertake a number of new,
time-and-energy-consuming activities in 1996 -- activities which will preclude
my consistent attendance and adequate performance as an active and
responsible Commission member in the coming year.
I know several outstanding mental health advocates who live in your district,
and I feel sure that you will be able to fill my seat with a hard-working,
committed Commissioner -- one who can contribute the time needed to help
the Commission achieve the important goals which have been.established.
My four years on the Commission have been very satisfying. During that time:
• I have seen the Commission develop strong and impressive consumer and
parent participationand leadership,becoming an increasingly effective voice
for the.mental health community;
• I have had the privilege of participating in various planning activities and
the pleasure of seeing the Division move toward implementation of these plans;
• I have witnessed Lorna Fustian's positive leadership, increasing both the
Division's cost-effectiveness and its responsiveness to its constituencies;
• I have valued the collaborative spirit of the Mental Health Coalition; and
• I have very much enjoyed my contacts with my fellow Commisioners, with
oriental health staff, with Coalition members and with the Board of Supervisors.
I am grateful to you for providing me this excellent opportunity to serve.
