BACKGROUND:
The Human Relations Commission consists of not less than 15 and not more than
20 individuals. Currently there are 20 seats which have been filled. Due to
resignations, there are currently eight seats vacant. In addition, the terms of two
additional members expired November 4, 1995 and they have asked not to be
reappointed (Aron Gilmartin and Barbara Tonningsen). Therefore, there need to be
ten appointments made altogether. (Seats 1, 2, 3, 5, 7, 9, 10, 11 , 15, and 16).
We have recruited for applicants. The Commission has also done some additional
recruiting. We received a total of 17 applications. The Commission has
recommended that four individuals who have applied in the past but were not
appointed be appointed to fill four of the existing vacancies. On December 18, 1995,
our Committee interviewed those applicants who appeared for their interview. We
also interviewed one applicant separate from this process because she was unable
to be present for the interview. Because a number of applicants did not appear for
their_ interview and did not make arrangements in advance for an alternative
interview we are also recommending the appointment of two of the applicants from
the Equal Employment Opportunity Advisory Council (EEOAC) recruitment. One of
those two indicated at the interview for the EEOAC that if he was not selected for the
EEOAC he would be interested in serving on the Human Relations Commission. In
addition, one additional applicant for the EEOAC who was interviewed separately
was asked to consider being appointed to the Human Relations Commission and
has consented to be appointed to the Human Relations Commission rather than the
EEOAC. This still leaves one vacant seat on the Human Relations Commission
which we are suggesting be left vacant for the time being and be referred to the 1996
Internal Operations Committee to consider filling at some time in the future.

trainer, mediator and conciliator with the Contra Costa Conflict
Resolution Panels for almost a decade and currently the Program
Director with Independent Living Resource, the independent living
center in Martinez working with people with disabilities, I have been
deeply concerned and involved with human relations issues, equal
opportunity for all diverse populations of our community and effective
methods of resolving conflicts.

Council which reports to the Contra Costa County Board of Supervisors. I am a graduating senior
at University of California,Berkeley. I will graduate with honors in December 1995 with a B.S.
in Nutrition and minor in Ethnic Studies.
As you can see,I am minoring in Ethnic Studies at UC. I believe my education and
experience has prepared me extremely well for this position. In the course of my studies,I have
taken courses on Racial Inequality in America,Ethnicity in Higher Education,Race and U.S. Law,
Asian American Civil Rights Law,amongst others and have a 4.0 GPA in my minor. These
classes have exposed me to the issues and facts in regards to affirmative action. In the course of
these classes,I have written a twenty page term paper about affirmative action and produced a
video about affirmative action.
In addition to my scholarly activities,I have involved myself in community activism and
organization on affirmative action. I am the Outreach Coordinator for the American Civil Liberties
Union-Berkeley Student Caucus(ACLU),which supports affirmative action. In my duties as the
Outreach Coordinator,I am called upon to relay to the media and general public,the ACLU
position on affirmative action. Therefore,I am well informed and knowledgeable about all aspects
of affirmative action. Last week,the ACLU,which is a part of Californians for Affirmative Action
staged an enormous protest and march on the UC campus in support of affirmative action and in
condemnation of the UC Regent's recent decision in abolishing affirmative action. My group and I
were heavily involved in the activities that took place.
