Project No.: 0676-6P1025 SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the submittal of the following Transportation Development Act (TDA) applications, Article 3, Bike/Pedestrian: 1. El Portal Drive Bike Lanes: Widen El Portal Drive for approximately 2,000 feet and stripe 2,800 feet of El Portal Drive, from the 1/80 overcrossing southwest toward Fordham Street, for bike lanes. (West County Project) 2. Port Chicago Highway Bike Lanes: Widen Port Chicago Highway for approximately 2,800 feet and stripe 4,400 feet of Port Chicago Highway, from the SR4 overcrossing to the community of Clyde, for bike lanes. (Central County Project) 3. Delta Road Bike Lanes and Railroad Crossing Improvement: Widen Delta Road and stripe for bike lanes (approximately 1,200 feet) and improve the Delta Road -AT&SF railroad crossing (East County Project). 4. Bicycle Safety Education Program to be administered by the Contra Costa County Health Services Department. II. January 9, 1996 Page 2 II. Financial Impact: (Continued) 1. El Portal Drive Bike Lanes: $175,000 100% TDA funds 2. Port Chicago Highway Bike Lanes: $166,800 TDA funding plus $50,000 Mitigation Fees 3. Delta Road Bike Lanes and Railroad Crossing Improvement: $210,000 100% TDA funds 4. Bicycle Safety Education Program: $20,000 100% TDA funds III. Reasons for Recommendations and Background: The TDA process allows the County to apply for one project from the East, Central and Western parts of Contra Costa County. Based on community support, public safety, and readiness for implementation, the aforementioned projects were selected as each area's top candidate. All four pedestrian/bicycle projects are consistent with the County's General Plan Bikeways goals. The El Portal Drive Bike Lane project would widen approximately 2,000 feet of El Portal Drive and stripe approximately 2,800 feet of EI Portal Drive from Interstate 80 southwesterly toward Fordham Street for bike lanes. El Portal Drive is a major access route to Contra Costa College. These lanes would provide Class 11 bike lanes for the students and staff of Contra Costa College, and bicycle commuters using El Portal Dive. The Port Chicago Highway Bike Lanes project would widen approximately 2,800 feet of Port Chicago Highway and stripe bike lanes on approximately 4,400 feet of Port Chicago Highway. These lanes will continue the bike path north from the new BART station by providing Class II bicycle lanes for commuters traveling to and from the industrial area north of SR/4, the Concord Naval Weapons Station and the community of Clyde. The Delta Road Bike Lanes and Railroad Crossing Improvement project would widen the pavement and stripe bike lanes on approximately 1200 feet of Delta Road and improve the Delta Road - AT&SF railroad crossing near the Knightsen Elementary School. This project would provide Class II bike lanes on Delta Road for school children. The school is the main community meeting place for the residents of Knightsen and the surrounding area. The need for this project was brought to the attention of the Public Works Department by the Knightsen Town Advisory Council. The Bicycle Safety Program provides bicycle safety education and is administered by the Contra Costa County Health Services Department. The Transportation Committee has reviewed the projects and has recommended submittal of the TDA funding applications. IV. Consequences of Negative Action: Failure to approve these projects will eliminate a potential funding source and delay implementation of the County's General Plan as it relates to bicycle pathways.
